Meeting jails to
A meeting between village of Grand 'Bend last
Stephen Township and the Wednesday evening failed to
establish any satisfactory
answers to the continuing
dispute between the village
and Ridge Pine Park Inc.
over sewage rates for Grand
Bend Estates.
The meeting was called by
Stephen Township to attempt
to prove its position to the
Grand Bend council. Grand
Bend and Ridge Pine Park
Inc., the development cor-
poration which built Grand
Cove 'Estates. have dis-
agreed on a sewage service
rate for over a year.
Grand Bend reeve Robert
Sharen said he was asked in
a letter received November
16 to come to a meeting to
discuss the matter. "The
councillors and myself dis-
agreed with the terms of
their request," he said.
"They had asked for a closed
meeting in their town hall,
but this is a Grand Bend
issue and it affects the
villagers here. We also
wanted a solicitor present."
The meeting was held in
the village hall with both full
councils and their legal
counsellors present. Dan
Murphy represented the
village, and Andrew Orr
represented Ridge Pine
Park Inc. About 30 people
attended.
The heated, somewhat
boisterous meeting failed to
yield any satisfactory
answers. The village wants
Ridge Pine Park Inc. to pay
$76.50 per residential unit
per year. which is the rate
being paid by the villagers

From his Brampton office.
Orr reaffirmed the rate as
fair for Ridge Pine Park Inc
because the development is
using only about 19 percent
of the system's capacity.
According to Orr. the
sewage service rate set by
the Ministry of the Environ-
ment presumed an average
population per unit of 2.2
persons. "But overall. the
density in Grand Cove is
only about 1.7 persons. And
our type of development
uses less water per year
because of the nature of the
place." he said.
Therefore, Ridge Pine
Park has paid substantial
capital costs to expand the
sewage system far in excess
of what it would ever use, he
added. The ministry's
figures were based on con-
ditions in the estate which
were never realized, he felt.
Ridge Pine Park Inc. has
already paid for the expan-
sion of the village lagoon and
the deepening of the receiv-
ing well at Elm Street and
Highway 81. The well was
deepened by six inches to
handle the increased out-
flow. Grand Cove was con-
nected to the sewer system
in December last year.
According to Sharen, the
figure of $13.40 defended by
Orr represents a shortfall of
82 percent, or $63.60 per unit
per year which must be
made up by the village
ratepayers using the sewage
system.
This could be handled
either by raising the mill
rate and sewage rate
together, or increasing the
surcharge to the users of the
system. He pointed out that
the former option would
mean penalizing those
villagers who are not even

MOST ACCURATE GUESSER - Twelve -year-old Hans Kreutzmann, of Grand Bend emerg-
ed as the winner in the Christmas Place's jelly bean guessing contest which drew over 5.000
entries in the four weeks that it ran for. Hans guessed the total in the jar to be 3,465 which is
only three short of the actual figure of 3,468. His prize is the stuffed bear shown in the pic
ture. The result was announced on Monday.
Local soccer group elects
officers for new year
At the December meeting
of the Grand Bend Soccer
Association. a new com-
mittee was installed follow-
ing an election.
The new officers are :
president. Tony Mennen;
vice president. Don Glavin:
treasurer, Ben Wiendels;
secretary Dianne Kaak;
registrar - John Van
Leeuwen. Committee
members are Joe Kaak, and
Bill Vandenberk. Outgoing
president Tom Vlemmix
thanked everyone for their
help and support while he
was in office, and he
welcomed Tony Mennen to
his new position.
An enjoyable ,banquet was
held last month at the Thed-
ford Arena with about 250
g
players and their families
present. After a buffet -style
dinner, trophies were
presented to the most
valuable offensive and
defensive player, and the
most improved player on
each team. All players were
presented with crests and
the coaches and committee
members received gifts.
As for the Grand Bend
Colonials, another
successful year was achiev-
ed in the 1981 season by the
team. With a record of seven
wins, one loss, and two ties,
the north section of the third
division was won and a
movement to second division
for the next year was ac-
complished. At the London
and district Soccer Banquet,

tic tanks. The annual short-
fall would amount to $6,625.
When asked whether the
village would take legal ac-
tion against Ridge Pine Inc.,
Sharen said the option would
have to be discussed by
council.
Water demand is
low in November
A two-day survey of Grand
Bend's water consumption
showed a ' large drop in
demand compared to the
same time last month, the
Public Utilities Commission
heard at their December
meeting.
The weighted reading for
November 16 to 111 yielded a
figure of 48,000 gallons per
day compared to about
100,000 gallons per day for
October, according to village
works superintendent Stan
Lovie.
He also reported that his
crew had moved an in-
correctly placed utility pole
off private property on Lake
Road.
Workmen also removed
some construction power
lines from behind some
homes on Queen Street.
Because there is no
easement allowing PUC
workers immediate access
to the lines, they have been
relocating them to the utility
poles on the street itself.
The village's Christmas
decorations were mounted,
and a water system leak in
Gibbs Park was stopped.
Lovie mentioned that his
crew discovered a mistake in
a contractor's installation of
a main stop in the water pipe
on Center Street. A valve
leading to a household
service pipe was left closed
when the pipe was buried
and paved over. The men
would have to excavate far
enough to reach and open the
valve manually, he said.
This will be done in less than
one week.

be possible if they were
closed for the season since
the meter cannot be tested if
the water supply .is not
running.

Rate Adjustment
For The Village of Grand Bend
Due to the higher cost of providing service,
the Grand Bend Public Utilities Commission
has found it necessary to increase its elec-
trical rates for 1982 as of January lst.
Ontario Hydro has found it necessary to in-
crease the wholesale rates 9.6 per cent in
1982 and in order to meet this additional
cost, the Utility must increase retail rates by
approximately 9.1 per cent. Subject to Ap-
proval by Ontario Hydro.

sent a cheque for S79 to Diane Sexton of the Grand Bend
Lioness. The CWL members had collected and turned in $22,-
000 of store tapes of which IGA refunded .35 per cent, or
S79.43. The League then turned the money plus $50 more
over to the lions and Lioness of the village to help with their
annual Christmas baskets for the needy. Thanks also go the
residents of Grand Cove Estates who made their own con-
tributions.
