Authority okays Port franks floodplain management study
At a full authority meeting
in Seaforth Tuesday, the
Ausable-Bayfield Conserva-
tion Authority approved a
floodplan management study
for the fort Franks area.
The report by MacLean
Engineers. Planners and
Scientists 1nr was ordered

Bill Knowles of MacLaren
in presenting the report at a
cost of $48.000 said it could
cost as much as $2.9 million
to put into practice.

development in this area."
Authority member Bill
Schegel said he was amazed
that the latest study was a
complete reversal of
recommendations of a 1974
report.
He added "This is sure
different from what we
heard before".
The earlier report said a
hurricane type storm could
destroy Port Franks and
suggested a possible reloca-
tion of all the village.
The current MacLaren
study says that flooding is
more of a nuisance than a
major problem, causing only
11 percent of damages
forecast for the 50 year
period.
Knowles indicated erosion
along the lake shore and on
both sides of the peninsula
north ofthe Ausable River
mouth is the big problem.
The report suggests that 25
subdivided lots could be lost
by erosion over the next 50 to
75 years. but does not in-
clude value loss.
Knowles said the plan
could include a jetty at the
mouth of the Ausable River
to slow erosion to the north,
increase safety for boaters
and shift lake sediment to
the south which would slow
erosion.
Another measure would be
the construction of erosion
control works within the har-
- bour. particularly at the out-
side of river bends.
Preliminary cost es-
timates for the works is $2,-
750.000 with annual
operating and maintenance
costs of about $30,000.
The study says the flood
management plan would
meet provincial floodplan
policies while at the same
time• reasuring property
owners over the future ex-
istence and market value of
their cottages and homes.
An enlarged harbor facili-
ty is a possibility according
to the study and taxes
resulting from such develop-
ment would offset direct
damages from erosion and
flooding.

Atter the report was
accepted by the members,
chairman Ivan Hearn said
the plan would be carried out
over a number of years.
The meeting was told a
steering committee of Port
Franks area ratepayers had
approved the plan in princi-
ple.
The report made eight
major recommendations.
• To establish most of the
Mud Creek basin in the area
as floodway, prohibiting
building. The area, which en-
compasses Outer Drive and
Sun Fish Bay, is virtually un-
developed at present,
Knowles said.
Areas on the fringe of the
floodway could be developed
as long as appropriate flood
protection measures, such
as concrete block foun-
dations. were used in con-
struction.
• That a special policy be
developed to accommodate
a subdivision on Patrick
Street which sits on authori-
ty land. Knowles said only
one home has a ground
elevation below ice -jam or
100 -year flood elevation.
• That erosion • control
works at an estimated cost
of $50,000 be constructed just
up -river from the Patrick
Street residential area.
w Dredging of the mouth of
Mud Creek be carried out as
required at an estimated an-
nual cost of $1,500.
• Due to severe erosion, no
further construction be per-
mitted on the peninsula un-
less permanent erosion con-
trol works are constructed.
The study designates the
peninsula as a "high hazard
area.”
• A river management
plan consistent with
river/harbor development
which may be developed by
other parties be established.
The plan could include ero-
sion control works
downstream of Highway 21
to limit sediment supply
and/or dredging of the har-
bor area to remove sedi-
ment.
• Extend the authority's
flood warning system to in-
clude conditions when ice
jams could result in
flooding.
• Set up a detailed
monitoring system on iee
jams and resulting water
levels.
