If only one person registers opposition to the plan within 30 days (early November) the by-law could not be passed' without Municipal Board approval. Hensall clerk Betty Oke said Thursday, that no petitions concerning the BIA had been received. The letter states the council plans to pass the by- law at their meeting December 14. The by-law allows the village to levy a special charge on business tax assessment in the area to be administered by the BIA board of management. The fee may be levied in relation to the benefits, in the opinion of the council, that the business may receive from any improvements made in the area. Oke pointed out that any bylaws and budgets originating from the BIA would have to be passed as bylaws by council and must first be circulated to those affected in a similar man- ner.
