The report of the
Emergency Task Force of
the Ontario Federation of
Jack's Jottings
Emergency farm situation outlined by Task Force
Agriculture. has now been
made public and concluded
that farmers in this province
are facing an -emergency
economic situation'
primarily as a result of high
interest rates
This message seems evi-
dent to everyone concerned
about the agriculture in-
dustry except to the Minister
of Agriculture and Food.
Even his Deputy Minister
last week stated that Ontario
Tacks an agriculture policy
and that we stand to lose alot
of our most efficient
farmers in the next year if
nothing is done by the
Province to help them.
This report confirmed
what we in the Liberal Party
have been advocating for
some time now. In my sub-
mission to this Task Force I
pointed out that Ontario
Farmers are at a disadvan-
tage when the financial
assistance provided to the
agriculture industry by
other provinces and other
countries are examined.

he brought his guitar along
and sang for us.
The U.C.W. are holding
their meeting at the home of
Iva Lagerwerf on Wed-
nesday of this week.
The children of the Sunday
School are anxiously looking
forward to the Christmas
Concert which is on Sunday
evening the 13th of
December

It is no accident that
Quebec's net farts income
last year increased by 12.7
percent while Ontario's in-
come decreased by 29 5 per-
cent. The Task Force report
has confirmed this situation
and has recommended that
the government introduce
assistance programs to en-
sure that Ontario farmers
are not disadvantaged
through parochial policies of
other provinces.
Immediate assistance
must be given to farmers on
the verge of bankruptcy. An
emergency interest subsidy
program for Ontario's
farmers' operating expenses
is required. If we are to save
our young. aggressive. in-
novative and efficient
farmers. -we must subsidize
interest rates.
Whig the Minister of
Agriculture. Lorne Hender-
son. lead us to believe that
only a small number of
farmers are in financial dif-
ficulty and by playing the
"numbers game" states that
only 1 percent of our
farmers are in trouble. the
Task Force reports "the
number of farmers in trou-
ble is much greater than ad-
mitted by government and
the banks."
I reminded the Treasurer,
in the Legislature during the
discussions of the Task
Force report. that last June
he and the Premier met with
a group of farmers from
across the Province and
promised them that the
Government had $100
million to help them out with
their problems. Of that, $35
million has been spent to
help the beef industry.
Where is the rest of the
money?
At the OFA luncheon the
Treasurer again promised
that assistance would be
forthcoming prior to the
closing of the session. I told
the Treasurer that $122
million would be required to
implement the Task Force
recommendation for an in-
terest subsidy program. This
amount would bring down
every Ontario Farmer's in-
terest rate to 12 percent
through all short, in-
termediate. and long term
loans. It will require less
than $100 million to help
those farmers on the verge
of bankruptcy and those not
protected by management.
I asked the Treasurer how
he could face the Ontario
farmers and state that his
government cannot find
money for such a program,
and yet he can spend 8109
million on one year's in-
terest cost alone for Suncor.
To my way of thinking the
government's sense of
priorities in this respect. is
warped.
It is imperative to the
economic well being of this
Province that the govern-
ment adopt the recommen-
dations of the Task Force
without further delay and
that it heed its warning that
"the agriculture industry is
not receiving the priority
treatment it requires both
now and for the future."
Astra
Liberal Leader Stuart
Smith has once again raised
the question of the investors
who lost so much money in
the Astra Trust Re -Mor
collapses. saying these peo-
ple will continue to suffer
until the provincial govern-
ment resolves the "fiasco".
He cited the case of a
Grimsby man who will
prooaely lose his home
because of his investment.
This man intended to in-
vest $30.000 in the federally -
chartered Astra. but the
money was channeled into
its sister company Remor.
When he wanted to withdraw
his money. he was told he
couldn't. but Astra loaned
him $77.000 - an amount for
which the Company is now
suing him.
Smith asked "Will the
government explain how it
can happen that people who
are owed money by the
Astra bunch should also be
sued by them for money
owed to Astra?"
Federal budget
The Provincial Treasurer
has informed the
Legislature that the federal
budget will reduce transfers
to Ontario by more than 8600
million in the next two
years. He described the
federal economic program
as "grossly inadequate" in
meeting the industrial tran-
formation of Ontario and
Canada. and said it did
nothing to address the
widening fiscal disparities
between oil producing and
oil importing provinces.
