We felt we couldn't par- ticipate because we couldn't afford the time from our farms." said spokesman Tony McQuail, a Huron County farmer. The group. comprised of representatives of en- vironmental. business, com- munity and farm organizations. is to review six possible routes for transmission lines to carry electricity from the Bruce nuclear power development near Kincardine through the London and Barrie areas. McQuail said area famers asked Hydro to delay the public participation period until winter when farmers weren't so busy, but the re- quest was bogged down. Hydro has set a deadline of Oct. 31 for briefs from the public. Farm representatives complained that they didn't get a look at Hydro's initial study on the line last winter because Energy Minister Robert Welch delayed its release. The Bruce group is one of four across the province reviewing the proposals. Meanwhile in Chatham, Hydro officials told an -infor- mation meeting for public `officials Tuesday night that citizen involvement in the choice of the new transmis- sion route will be costly, but it should be a good invest- ment for Ontario Hydro in the long run. Grant Bainbridge, Hydro southwestern region manager. said the cost of the program to generate max imum public interest and in- volvement is high, "but we don't feel we can avoid it." The timetable outlined to representatives in Lambton . Kent and Essex counties ailed for the plan - discussion stage for expan- sion of the bulk power transmission system in South western Ontario to wind up 'in June, 1982, with formal plan approval. The ''route stage" of the Total cost of the project 1s estimated at $575 million to $970 million; depending on the annual load growth and the transmission route. Lambton Warden Robert Boyd questioned the Hydro timetable and costs. "Do you really believe it is going to take until 1988? It sounds incredible in a province that has moved ahead as ours has in the last 20 years."
