The Provincial Govern-
ment will be giving up to $40
million in emergency relief
to beef and pork farmers
who are suffering from a
severe slump in their in-
dustry. Under the
programme, farmers who
sold at (east 10 head of beef
cattle in 1980 will be paid $40
per animal slaughtered.
The program appears to
have received mixed
reviews already from
members of the agriculture
community, who point out
that actual losses can
amount to much more than
$40 a head.
Treasurer Frank Miller
explained to the Legislature,
however,. that the program
was not meant to cover
farmers' losses completely,
but rather is "an attempt to
help them stay alive." Mr.
Miller hinted htat there
might be more relief for
beef farmers later in the
year.
In the meantime, pork
producers benefitting from
the federal hog stabilization
program have been told that
Queen's Park will add $10
million of its own to that
program this year.
HOME HEATING
ASSISTANCE:
The government has an-
nounced a $125 million tem-
porary home -heating
assistance program, design-
ed to help an estimated 1.4
million senior -citizens and
low-income families pay
their higher heating bills
over the next three years.
It's estimated that by 1984
the averagehoine owner will
have to pay an extra $440 a
year for oil, or about $205 for
natural gas. The program
will apply to all senior
citizens in the province, and
to families earning less than
$6,000 in taxable income
Ontario Treasurer Frank
Miller said the program is
intended "to cushion shock,
not absorb it on a long-term
basis." Opposition
spokesmen say it doesn't go
nearly far enough for low-
income families, some of
whom will qualify for no
more than $10 assistance in
the first year.
FOAM INSULATION
TESTING
The Health Ministry will
undertake a program to test
all homes in the province
which were fitted with urea
formaldehyde foam insula-
tion. Health Minister Dennis
Timbrell has announced that
the Province will tag on its
testing with a similar
federal government project,
to begin during the summer.
Ottawa banned the use of
urea formaldehyde earlier
this year after studies show-
ed that the material might
be a health hazard. Mr. Tim-
brell also said that the
Government would continue
to press the federal govern-
ment to compensate con-
sumers who purchased the
foam. which was originally
approved by the Canada
Mortgage and Housing Cor-
poration.
He rejected some claims
by the New Democratic Par-
ty that the Province is also
responsible.. for the use of
foam insulation
'FRUIT AND VEGETABLE
PROGRAM
The Minister of
Agriculture and Food, Mr.
Lorne Henderson announced
the details of the Ministry's
fruit and vegetable storage
construction and packing
equipment assistance
program. $20 million has
been allocated to this
program over the next five
years.
Fruit and
vegetable growers and
packers may apply for the
grants. This includes in-
dividual producers,
partnerships, corporations,
producer groups, co-
operatives and food
processorswho meet the
program's standards.
Qualified applicants are
eligible for a grant of one
third of the total capital
costs up to a maximum
grant of $85.000 for one or
more approved projects dur-
ing the five-year period of
the program.
Proj cts with a capital
cost $255.000 or less will
be approved by the Ministry.
Storage projects with a total
capital cost of more than
$355,000 will also require ap-
proval of the Board of In-
dustrial Leadership and
Development. The level of
grant assistance for these
projects will be determined
by BILD. The total program
will be administered by the
Ministry of Agriculture and
Food.
Projects with a capital
cost of 13.000 and those
which receive any other
form of government aid
from either the Province or
the Federal Government
will not be eligible for
assistance under the
program.
Application forms will be
available through the
Ministry of Agriculture and
Food County and District Of-
fices in mid-July.
