• Minister turns first plow match sod
Ontario Minister of
Agriculture Bill Newman
turned the first sod Thursday
for the International Plowing
Match which will be held
from -September 26 to 30 on
the Wingham area farm of
Jim Armstrong! •
Newman piloted a tractor
pulling a five furrow plow as-
ahout 600 watched during
press and exhibitors daS_ i0
A host of dignitaries and
plow• match officials spoke
briefly.
' Jun Armstrong received
his chain of office as mayor
of the tented city for the five
days of the match.
Huron's Howard Datars of
Dashwood who is the local
chairman for the 1978 IPM
was the chairman for
Thursdays meeting. Datars
received a gavel from Will
Berry who has attended all
international matches since
1913.except 1955 when he was
on an overseas trip.
Ed Starr. secretary -
manager of the Ontario
plowmen's Association said
"exhibitors are -the lifeblood
of the whole show."
He continued, "after last
Year's disaster due W wet
weather.- it's amazing that
exhibitors are back stronger
than ever. We have added
one more street to make this
the largest tented city ever."

Newman announced changes
which will give a more in-
tegrated form to the
marketing division. His
announcement was as
tallow's: first we are going to
establish a food market
development branch. This
btranch will have two
primary functions. Firs t

and processed agricultural
;products., All our existing
domestic marketing
programs will be con-
solidated in the new branch
including the foodland
Ontario" consumer
marketing campaign, which.
has _already achieved
notable success over the past
year.
The second function of the
market etevelopment branch
will be to spread' the word
that good things' grow in
Ontario to the Fest of the
world. A new program will
be developed to expand -our
export trade both in existing
markets and in new markets
with potential' "for large
volume. This section will
built[ on the foundation laid
over the years by the Ontario
Food Council and it will
carry forward the successes
oh our recent overseas trade
missions. •
' The establishment of the
new food market develop-"
ment branch will involve
-.repealing the act under
wisich the Ontario Food
Uouncil operates at present.

will be transferred to the
„Ministry of Consumer and
C'ommercia'l .Relations. You
may recall that when the
Food " • Council was
established, the Ministry of
Consumer and Commercial
Relations did not exist° Now.

believe that these powers as
they relate to the food in'
-dustry ought to reside there.
We are also going to
streamline the farm
products marketing area. I
have asked 'senior staff to
review the operations of the
milk commission of Ontario
and the farm products
marketing board to see
whether they meet -today's
-needs and requirements. For
the time heing. as an interirri�
measure�_th Wilk.-�om-
mssion 9f Ontario and the_
farm products marketing
board will have a convnon
chairman. This
arrangenient has existed, in
effect, -for the past two
months, since the chairman
of the milk commission has
been acting chairman of the
farm products marketing
board. •
For administrative pur-
poses, staff of the com-
mission and the board will be
brought together to form a
branch which will contiue
t6 provide administratttttiv
and support services to the
two boards.
A further change in farm
products marketing will be
the establishment of an
appeal process to administer
(he appeal provisions
presently contained in. both
the milk act and the farm
products marketing act. This
will bring to an end the
present situation where the
two bodies regulate their
respective commodity
