Liberal ' Leader Robert. Nixon
dett'ribed the legislation as "very
important and ve,;y con-
structive He. said the phasing -
in -process "sounds.like political
grand -standing" but the law. will
have "considerable'impact."
. Among the members of the
Legislature who . have made
speeches during the debate on the
Speech frpm the Throne, Liberal
Ed Gond of Waterloo North spoke
at some length;,,about -regional
government. He --mentioned, in
particular. that .there is great
distrust and , concern in the
piovince about these regional
governments, and pointed out
that the function of government
in a democratic society is to
serve people - that this has,
always been -done on a tri -level
basis, the'municipal level being
the most accessible to the people
in.many respects.

the Provincial EnviFonmellt
Minister tabled' a- bill in-
troducing the long-awaited
:.legislation requiring en-
vironfhental assessment 'of the
impact: of major construction •
projects. .
The bill will require com-
panies, • municipalities • 'and
government •ministries or
' agencies to prepare such an
assessment before projects are
apptoved, and .the Environment-
• Ministry will then either approve
the -project. -Suggest changes or
refer the `matter to an en-
vtronmental board for -public
hearings-. '
This legislation -will initially
apply only to .government
projects, but after "a couple of
hearings" ' will _ apply to
municipalities - and . private
' companies. The Minister' in-
dicated that it is not the intention
at this time to pay expenses for
. those appearing before the board,,
and told the House that the •
Government, not the board, must.

two councils, the local and the •
regional, this immediately puts
the individual in a position of ,
conflict. . -
On regional government the
councillor is constantly being told
by_ the regional chairman that .he
must think in terms of the region, -
yet how can he vote on the local
issue of his' own municipality
when the regional point of view is
contrary to the local position?
Another major ppoblem is that
some of the regions encompass
too large an area, and some of
:'these regions bear_ nor relation- •-
ship either in function or form to
-other areas of the region. We
have a.situation where regional_
-,'councillors are making decisions'
_affecting • people whtni they do
not know, whilerealizing that
they, cannot . be removed from
• office by election_'. .
This iS a serious undermining' -
of one of the basic demoeratic
principles - that . elected people
must- be accountable for their
decisions, and . directly .ac- ,•
countable to the people for whom,
they are making decisions."
1 must 'say I- am in- coniplete
• agreement with these criticisms
by my colleague, and I think the
Government •'-must • ser-iously
reconsider - its position on
regional government.. The in-
credible expense of these
governments is another matter
which is causing grave concern.to
the ,taxpayers of the province.
The Legislature has recessed
for the Easter Break, and we
shall be reconvening on April 7
when the Government is to bring
down its budget. I. shall be
reporting on the measures
proposed in. this budget, and
subsequent debates in the__weeks
ahead.
