Bypass smoking issue Timet -Advocate, January 23, 1975 Page 19 May combine to control dogs The municipal councils of Exeter, Stephen, Hay and Usborne may be getting together Town will pay drain job share Residents in Stephen Township have requested that the Shapton drain be cleaned out and Exeter's portion of that work will be paid from town coffers. When the drain was installed in the 1940's, each property owner in Exeter who had land draining into the dram at the Western outskirts was assessed $1.50 per lot. Clerk Eric Carscadden said he was one of the property owners effected at that time and estimated there were around 350 Exeter lots serviced by the drain, which is an extension of the Anne St. drain. Council decided this week it would be "a nightmare" to bill so many people individually and decided that any cost to the town would be paid from the mill rate rather than by the individuals. Reeve Derry Boyle said this was the situation followed in the construction of all storm drains and it was only fair that the town pay in this case as well. This week, Mrs. Fuller said she was in touch with Stephen of- ficials and learned they were interested in having a meeting with area municipalities regarding the problem. She said one person may be hired to work for all four com- munities on a regular basis. Council asked Mrs. Fuller to attend the meeting if it proceeds and to indicate that Exeter would be willing to spend "at least" 81,200 per year for such services. That's the price they paid to Hillman last year. Councillor Barb Bell, who has been studying Exeter's bylaws, said she found that in earlier times all citizens of the town acted as dog catchers. People were paid for taking stray animals to the local pound and the charges were then levied against the owner of the stray. Exeter council moved quickly this week to file a request from the Huron Perth TB and Respiratory Disease Association to set aside a week for non- smokers. Smokers out -number non- smokers by a 5 to 4 margin around the council table.
