Taking it to the streets -- R.I.D.E. Program in full
force across Ontario
The number of police units assigned to random •vehicle spot
checks will be increased for six weeks between November 27 and
January 7, as Ontario's successful Reduce Impaired Driving Every-
where (R.I.D.E.) Program gears up for a holiday season assault on
drunken drivers. .
During last year's Festive Season, the eight week R.I.D.E. pro-
gram stopped more and charged fewer: Between November 15, 1987
and January 9, 1988,•369,403 vehicles were" stopped at R.I.D.E. lo-
cations across Ontario compared to 357,158 during 86/t17. During
the 87/88 initiative, however, 1,683 motorists were charged with al-
cohol related criminal code driving offenses compared to 1,812 the
previous year.
Fewer 12 -hour license suspensions- were issued during the 87/88
•holiday period: -1,999 -suspensions compared to 2,938 the previous

Alcohol-related accidents continue to be a problem
The figures are encouraging, but they do not signal an end to the
problem. "We are making gains," said Solicitor General Joan
Smith, "but alcohol remains one of the most significant factors in
fatal motor vehicle accidents."
Research compiled by the Ministry of Transportation of Ontario
in 1987 indicates that as a share o'f the overall accident picture, alco-
hol involvement has declined. Thc reality, however, is that the.ac-
tual number df alcohol-related accidents -increased 5.7 percent. •
Alcohol involvement was reported in 40.6 percent of -the drivers
killed in 1987, down from 46 percent in'1986, 47.1 percent in1985
and 51 percent in 1984. During the month of December 1987, 51
persons were killed in fatal accidents across Ontario.
R.I.D.E. a year-round, province -wide initiative .
This spring, the Solicitor -General fulfilled Premier David Peter-
son's promise to enhance R.I.D.E. making the successful program a
"year-round province -wide reality." -
Since the enhanced program started in April of this year,. Ontario
Provincial Police (O.P.P.) R.LD.E. units check approximately
50,000 vehicles every week, charging an average of 95 motorists
with alcohol related criminal code driving offenses and issuing 234
12 -hour suspensions. •
In addition, the Ministry of the Solicitor General initiated direct
funding to Ontario police forces in support of the. R.I.D.E. program.
. Municipalities were asked to apply for funding to cover costs -such
as staff overtime, equipment purchases and the promotion of en-
forcement- activities.
Thc Ministry has dedicated S2 million in the current fiscal year for . the program. To -date; 91 police forces have applied to the Solicitor
General for assistance.
Commenting on the initiative, the Solicitor General said that "thc
(R.I.D.E.) price tag i.• t small ---either in dollars or in hurnan terms-
--but it's a price wordpayirtg when you consider -the tragic- toll ex=
acted by impaired drivers, the lives lost or limited, the families that
are shattered.
Mrs. Smith calculate#; that her Ministry. will have `spcnt approxi-
mately $14 million on R.i.D.E. related activities by the end. of the
government's 1989/90 fiscal :car. .

For the first time in the history of the R.I.D.E. program, the On-
tario Provincial Police, Metro Toronto Police, Durham., Peel, and

Everywhere through -the elforts"of the Co-ordinated Traffic Manage-
• ment Group. Through that co-operation, more drivers will be
stopped this holiday season than ever before.
This year's campaign includes an advertising poster depicting a po-
lice cruiser, ambulance, taxi and bus under the caption "Who arc you
going .to R.i.D.E. with tonight?"
Throughout the eight week campaign, combined statistics from
the five forces concerning the number of vehicles checked, the num-
ber of charges and thc number of 12 -hour suspensions given will be
gathered and made available on a weekly basis.
Commenting at the multi -force inauguration of this year;s festive
season crack -down, Jan Smith said "there is' strength in numbers and
those that drive should be' forewarned that the odds of drinking then
getting behind thc wheel without a rude awakening around the next
corner arc getting small and smaller."
Farm tax rebate
Those in the township of Usborne who have not yet received their
Farm Tax Rebate application need not worry that they have been
Overlooked. The applications arc being processed, and should reach
homes within the next few weeks.

ting fill to be placed in an'area reg-
ulated by the Ausable Bayfield
Conservation Authority's Fill,
Construction and Alterations of
Waterways.Regulation, prior to re-
ceiving permission from the Au-
thority.

the Provincial Offenses Court in
Sarnia on September 28; 1988.
In October of 1987., fill was
placed in the old channel of the,
Ausable River without, the prior
written permission of the A.B.C.A.
According to the Regulation, it is
illegal to place fill or allow fill to
he placed or dumped in or beside a -
watercourse or lake without permis-
sion of the A.B.C.A. Before such
. work is undertaken in -regulated arb-
as, an application must be filed
with the A.B.C.A. and written per-
mission granted.
The rational behind the Regula-
tion is based upon the protection of
human life and property, not only
of the land owner, but of other ex-
isting and future owners in the arca.
The placement of -fill within a •
floodplain can decrease .the natural
flood of.water storage volume of a
water -system. This results in high-
water flood levels and greater risk to
life and damage to nearby proper-
•
ties. Erosion of tresb till also leads
to increased sedimeptation in down-
stream areas.
Since the Regulation was passed
in 1984, the A.B.C.A. has received
about 260 applications from per-
sons planning to do work in Regu-
lated areas. This is only the "fourth
time that the A.B.C.A. has. laid
charges when landowners have filed
to comply with the Regulation and
the fourth time that the A.B.C.A.
has been successfulunder the Regu-
uon.

said "the Authority attempts to
work with all individuals who ap-
ply for permission under the Regu=
lotion. However, a reasonable com-
promise was. not found in this case, -
outside the legal system".
The violator was fined. S250.,
court costs of $3.75, and ordered to
remove the fill placed in October
-1987. Mr. Elston or his designate
is to assist the landowner in deter-
mining the quantity of the fill be
removed. This work is to be com-
pleted no later than March .31,
.1989, unless there is some order to
the contrary. -

dell announced recently that a mail -
in vote for asparagus growers will
be held from December 7 to 20,
1988. • :
Details of the proposal will be
discussed at grower meetings to be
held the first week of December,
and information will also be provid-
ed by the Asparagus GrowersMar-
keting Board through the mail. •
All growers who currently grow
more than hail an acre of asparagus
will be entitled to vote on the pro-
posal.
Ballots and information packages
will be mailed .to all registered
asparagus growers December 6 by
