maintain strong programs

ministers at a recent meeting in To-
ronto.
The two-day agriculture ministers'
`conference -- co -hosted by Ontario
Agriculture and Food.Minister Jack
Riddell and Federal Minister John
Wise =- produced agreement to con-
tinue to work together -to imple-
ment the 1956 agricultural strategy.
• Ministers took action on a num-
ber of points in the strategy, which
outlines future directions for Cana-
dian agriculture'and the type of pol-
icies necessary to ensure family

Actions included agreement_ to
pursue administrative changes on
the• national 'supply management
system . for poultry and agreement
that there should be one grain sta-
bilization plait for all Canadian pro-
ducers.
There was also full agreement
that crc,p insurance must be the
. main tool to deal with losses caused
by bad weather conditions.
However, while ministers agrccd
the crop insurance prpgram may .
have to be improved, there was
• little progress on specific measures
to reform the program.
"1 am somewhat disappointed that
neither of the suggestions that I
made to improve crop insurance
was fully accepted," said Riddell.
• Ontario suggested that federal leg-
islation be changed so that maxi-
. mum coverage under crop insurance
•ncre.ased to 90 per cern

. cent.
However, the federal minister in-
dicated that he wanted to se; chang- .
es in the cost-sharing arrangements

ment reduce its payment to 25 per-
ccnt of the premium, with the prov-
ince picking up the other- 25
percent. Thc federal and provincial
governments would split the cost of
adm inistration.
However, Riddell said he.was in-
terested in reducing farmers' share ol-

fthe premium, not the federal gov-
ernment's share. -
A second suggestion by Ontario
that -the provinces pay 15 perccnt of
the premium, thus reducing the.
farmer's contribution to 35 percent,
was rejected by a number of other
provincialagriculture ministers.
Riddell, coming off a tour of are-

rain, asked Wise for drought assis-
tance similar to that being given to
western producers. _ '
During the conference, Wise re-
sponded to the requeAt, pledging
that Ontario producers would re-
ceive the same assistance as western
producers. All ministers agreed to
wait until the end of the crop year
to assess damages.
On the issue of tripartite stabili-
sation in the red meat sector, federal
and provincial ministers unani-
mously agreed to use a proposal de-
veloped -by the federal government
in cooperation with the .provinces
as a basis to allow all provinces to
join the program.
