. No happy ending can be
reported to the story related
a couple of weeks ago involv-
ing the Farm Credit Corpora-
tion and Doris and Archie
Howie.
Inexperienced as farmers
but animal lovers for years,
they wanted a farm credit
loan for 100 percent of the pur-
chase price of a farm but
their application was never
accepted. They were never
told why.
The option on the farm has
now lapsed. Archie and Doris
had a dream. They wanted a
farrow -to -finish hog farm.
They had plenty of business
experience, just what the
bankers demand these d»ys,
but their dream has been
dashed.
Was it because they had no
fanning experience? Was it
because of their age - he is 46;
she is 39? Was it because they
needed 100 percent financing?
They have hot been given
satisfactory answers to any of
these questions. Their ap-
plication was just refused.
There may have been valid
reasons for the refusals but

the applicants have a right to
know those reasons.
. Certainly, FCC loans have
been granted many times for
100 percent. In a local
newspaper not far from my
home town is an advertise-
ment: 100 acres, vacant dairy
farm; asking $139,000; FCC
mortgage for $130,000 till 2010.
If that is not 100 percent
financing, I'll eat the curl in
your sow's tail. The extra
$9,000 would pay real estate
commissions and, perhaps,
closing costs. Other examples
are evident. I know of at least
one other young farmer who
was granted 100 percent
financing from FCC, got ad-
ditional money for equip-
ment, could not make the
payments, had the farm
repossessed by FCC and got
an additional mortgage from
FCC to keep him in business.
The Farm Credit Corpora-
tion was set up to help
farmers unable to get financ-
ing from regular sources.
The principle behind the
idea is commendable but
bureaucracy seems to have
bungled it up.
Archie and Doris Howie are
asking for a public enquiry in-
to the Farm Credit Corpora-
tion which has dispensed
millions and millions of
dollars across Canada in the
last decade. They have taken
their case to their Member of
Parliament.
Appeal boards have been
established in each province
to hear appeals from ap-
plicants who are not satisfied
with the FCC's decision
regarding their loan applica-
tion. But the Howie applica-
tion was not even accepted so
their avenue of appeal has
been closed to them.
A recent FCC brochure
clearly states that a max-
imum loan is based on the ap-
praised value of the available
security. When this is refused,
is it a case of false
advertising?
The FCC may have had
good, sound reasons for refus-
ing to accept this application.
Officials may have' felt the
Howies were not a good risk.
But nobody told either Archie
or Doris why they were refus-
ed and Archie's Scots
heritage is beginning to show.
I interviewed both of them
and found them to be sincere,
honest and eager to become
pork producers. Granted, a
couple of hours talking to
them is not enough on which
to base a loan of $130,000.
But it was the manner in
which their application was
summarily dismissed which
made them angry. As men-
tioned, their dreams have
been dashed but they have
every right to know why they
were refused an application.

Higher feed costs have
pushed the price paid to
farmers for eggs up a cent per
dozen in May, the Canadian
Egg Marketing Agency
CEMA) announced today:
The price of corn, the feed
base (or layers in eastern
Canada (the largest egg -
producing region in the coun-
try), has increased steadily
since last October, explained
CEMA General Manager
Jean Brassard.
"The price paid to pro-
ducers must reflect the higher
prices that egg producers are
now paying for feed. But the
situation could soon change,
said Brassard.
• "Ontario corn exports are
down from last year and some
market observers believe that
corn prices will have to drop
in order to find a market in
eastern Canada. Naturally, if
feed prices do decrease, and
all things being equal, so will
egg prices."
Despite recent price hikes,
egg consumption has con-
tinued to increase. Consump-
t.on is up 1.25 percent over
last year's record. pace.
CEMA sets the price
farmers receive for Grade A
large eggs at the beginning of
each month by calculating
production and marketing
costs. Egg pricing is
monitored by the federal
government. -
The prices actually paid by
consumers are determined by
retailers and wholesalers.

It will 'be at least three
weeks and possibly four
before details of the new
farmers' program are an-
nounced, Agriculture
Minister Dennis Timbrell
revealed in the legislature
Thursday.
The $135 -million, five-year
program announced in Tues-
day's provincial budget will
provide $9 million in interest
rate subsidies this year.
Timbrell said farmers have
reacted favorably to news of
the program.
No way, said Liberal
agriculture critic Jack Rid-
dell '(Huron -Middlesex)
There was an obvious lack of
commitment to agriculture in
the budget, he charged.
The new program should be
made retroactive to help
struggling young farmers,
Riddell said as Timbre!! con-
tinued to refuse to divulge
criteria for the program.
Riddell said that Quebec's
budget Tuesday night gave
$402.2 million to agriculture
while Ontario's budget pro-
vided only $295 million. "How
can our farmers hope to re-
main competitive with this
lack of commitment?"
Riddell told Timbrell that
the Ontario Veterinary Col-
lege in Guelph is "in
desperate need of funds" and
has suffered its first reduction
in accreditation since it open-
ed in 1922.
The minister said he took
immediate action last year
when problems at the college
became apparent, and its
capital needs are now his
ministry's top capital
priority.
Ontario is waiting for
federal Agriculture Minister
Eugene Whelan to make thy
same commitment to meeting
the college's needs, Timbrell
said. "Ontario is prepared to
put .up its 50 percent, and do
it this year."
