Knight had agreed to that suggestion during his visit to council.. In supporting the motion, Josephson noted that Knight's overall aim, was to develop a franchise system of distribu- tion.that would be compatible with the zoning, and while the business would be primarily retail at the outset, council should grant -the one-year ap- proval to give him an oppor- tunity to get the business going. the motion was'- carried with the same 5-3 split as the previous one.
