his business requires ample
parking in close proximity
due to the fact customers had
to cart away the 25 -pound
machines they rent to show
the. home movies:-
He told Rose that 15 percent
to 20 percent of his business -
would -be selling computers
and movies and most of the
balance would be rentals.
After. Knight left the
meeting, Rose moved to have
the application rejected, on
the grounds t at the propos-
ed business ould be in con-
travention the zoning.
He said there was little
doubt tha it was going to be
a retail tlet primarily, ad-
ding thi was borne out by the
comm is of Mr. Knight.
His otion was seconded
' by M -. Chapman and gained
sup rt from the two along
with Mrs. Fuller. •
Voting in opposition were
Reeve Bill Mickle and,Coun-
cillors . Morley -Hall, • Don
MacGregor, .Gaylan
Josephson • and - Tom
,Humphreys.
Mickle then presented a,
motion that Knight be
granted a one-year occupan-
cy licence to operate the
business. The licence is to be
terminated on December :31.

warehousing aspect was in
fact the major component so
it could continue to operate:
If the business is found to be.
in contravention of the zoning
bylaws at that time, permis-
sion to continue will be
denied. .
Knight had agreed to that
suggestion during his visit to
council..
In supporting the motion,
Josephson noted that Knight's
overall aim, was to develop a
franchise system of distribu-
tion.that would be compatible
with the zoning, and while the
business would be primarily
retail at the outset, council
should grant -the one-year ap-
proval to give him an oppor-
tunity to get the business
going.
the motion was'- carried
with the same 5-3 split as the
previous one.
There was some question
whether the one-year ap-
proval -was permissible and
Mayor Shaw said it would be.
