Smith expulsion creates controversy

Liberal Leader Stuart
Smith was expelled from the
Ontario Legislature, this
week for refusing to with-
draw his description of a
Cabinet Minister as "the
minister of cover-up" for the
financial scandal involving
Astra Trust Co. and Re -more
Investment Management
Corp.
Dr. Smith said yesterday
he was prepared to be the
first Opposition Leader in
recent history to be evicted
from the Legislature in order
to draw attention to how the
Government is covering up
the Re -mor affair.
More than 300 investors
lost their savings when Astra
and Re -mor collapsed. The
Government has refused
opposition calls for a judicial
inquiry or a court ruling on
possible government
negligence. It also has
refused questions on the role
of the Ontario Provincial

It all began when Gordon
Walker, Minister of Con-
sumer and Commercial
Relations accused Liberal
Leader Stuart Smith of using
"slimy innuendo" to suggest
that criminal elements were
linked with the two bankrupt
Niagara Falls firms. Dr.
Smith demanded that Mr.
Walker retract his
statement.
Somehow this request was
not responded to by the
Speaker and the debate
became sidetracked. In the
meanwhile not getting any
satisfaction, Dr. Smith
complained that Mr. Walker
was a "minister of stone-
walling, a minister of cover-
up". This remark caused
Mr. Walker to demand a
retraction.
The House was in a real
uproar when Mr. Turner, the
Speaker of the House, asked
Dr. Smith• to withdraw his
remarks, ignoring the
earlier request that Mr.
Walker withdraw the "slimy
innuendo" tag. Amidst
shouts, the Speaker said he
had no choice but to eject Dr.
Smith, after he had refused
to withdraw his remarks.
But as the Sergeant -At -
Arms went to get Dr. Smith,
former Liberal Leader,
Robert Nixon, appealed the
Speaker's decision. The
House was adjourned for the
vote on the appeal. When the
House was recalled the
Speaker informed the House
that he had erred by con-
senting to a vote on the
ejection of Dr. Smith. He
tried to appease the angry
Members by asking Mr.
Walker to withdraw his
"slimy innuedo" charge.
Rather than having a
calming effect, this further
antagonized the Opposition
Members. When the dust
settled, Mr. Turner ad-
journed the House because of
"grave disorder." The

Speaker consulted with the 3
Party Leaders and con-
sented to put the ejection
decision to a vote. The vote
was 55 to 44 in favour of
throwing Dr. Smith out.
After Dr. Smith left, Mr.
Walker withdrew his "slimy
innuendo" remark.
Interest Rates
The Provincial Treasurer,
Frank Miller, has stated that
the government will in-
troduce a program within
the next two weeks to help
farmers who are faced with
a rising number of
bankruptcies. No details
were given, but he told the
Legislature that the province
could afford to spend $50
million to $100 million to help
Ontario farmers.
Vaughan Rezoning
Debate on the Vaughan
issue continues. Liberal
Leader Stuart Smith has
charged that a Watergate -
like scandal is behind the
activities of two Ontario
Cabinet Ministers involved
in the rezoning bid by private
developers for about 1,000
acres of land, from which
they stand to make nearly
$900 million in profit.
Apparently it was the

developers' influence which
prompted intervention by
the Ministers of Housing and
Agriculture long after the
matter had been referred to
the Ontario Municipal
Board.
Misleading "Fine Print"
The Government is to
prepare a standard offer -to -
purchase form to protect
homebuyers. However, the
form won't be mandatory
and the Government won't
move to protect homebuyers
from sudden increases in
mortgage rates.
The new form will be
designed to replace often
misleading "fine print"
clauses in some home
purchase agreements which
end up costing some
homebuyers far higher in-
terest on mortgage
payments than they believed
would be the case.
Opposition Members
called upon the Minister of
Consumer and Commercial
Relations, Gord Walker, to
design a short form which
would lay out mortgage
conditions and possible
loopholes. They said offers to
purchase which people sign
when they want to buy a
home should be "as binding
on one side as upon the other,
unless it is clearly stated in
the same size type that the
interest figure is not binding
upon the vendor."
Gasoline Tax
Both Opposition Parties
attempted to force an
emergency debate on the
new gasoline tax, but the
motion was defeated by the
Conservatives. The Liberals
charged that the Govern-
ment will make much
greater windfall profits than
originally anticipated out of
its ad valorem tax.
The NDP complained that
the Government will make
$100 a year profit from every
family in Ontario

Last week, the Opposition
Leader produced in the
Legislature a Housing
Ministry map showing
"MOE (Ministry of the
Environment Preferred
Waste Disposal Zone - Dec.
1977"), marked on the site
eventually chosen for its
liquid industrial waste
treatment plant.
He asked: "Since the
