Gets jail
after chase
A Huron Park driver who
took London police on a
chase through the downtown
area at aspeeds that reached
90 kmh was sentenced to two
months in jail Tuesday.
Floyd Sydney Costain. 31,
pleaded guilty to dangerous
driving before provincial
court Judge John Menzies.
Police spotted Costain
about 4:30 a.m. Feb. 28 going
the wrong way on Queens
Avenue. Elgin County Crown
Attorney Jerry Buchanan
said the officer who spotted
Costain blocked the street
with his paddy wagon but
Costain drove around the
vehicle.
Costain, who repeatedly
ignored stop signs, led police
on a high speed persuit in the
core area before driving
onto a boulevard on Pal!
Mall Street east of William
Street, Buchanan said. Cons-
tain seemed to lose control
after driving around a se-
cond police road block.
Buchanan said Costain has
prior convictions for
dangerous driving, careless
driving and driving with
more than the legal limit of
alcohol in his blood.
Menzies was told Costain
hasn't driven since February
and has attended Alcoholics
Anonymous for a month.
Buchanan said the convic-
tion means a three-year
licence suspension.

Concerned
regarding
aggregates
by Sharon Dist:
Trucks hauling aggregate
from sources in Huron and
Bruce Counties to southern
counties has caused concern
for the harmful effects on
the county's roads and
residents.
The Saugeen area, Grey,
Bruce and Huron has been
designated as suppliers to
the other areas of the
province, especially the
Toronto and Sarnia areas
where there is a need for
aggregate and their sources
are depleted.
County engineer Bob
Dempsey reported to county
council at their May meeting
Thursday that the Ministry
of Transportation and Com-
munication (MTC) has ap-
proved the take over of con-
cession 11 and 12 in the
township of Goderich as part
of the county road system.
Several companies in the
area are hauling aggregate
over the concession to
southern counties and for
this reason the road meets
the criteria of a county road,
due to the increased access
to industrial and commer-
cial centres.
Dempseyalso reported the
Mineral Aggregate
Transportation Study
prepared for the Ministry of
Natural Resources indicates
the most significant impact
to Huron County will be the
hauling of aggregates from
the southern part of Grey
and Bruce counties to major
users in the London and Sar-
nia area.
Dempsey said the report
indicates the most
economical and appropriate
mode of transportation is
rail. Transportation by truck
was found to be much more
costly than transportation by
rail.
The report suggests the
harmful effects of the truck-
ing of aggtegates on local
residents could be reduced
by giving greater recogni-
tion in the MTC's municipal
roads used for aggregate
haulage. The road surfacing
program could also be
enlarged so all roads used
for significant aggregate
haulage would be hard sur-
faced.
The report further
suggests if rail is used to
haul aggregate, rail traffic
will increase significantly.
For example, between
Saugeen and Toronto rail
traffic would increase from
a few shot trains per week
to 48 long trains per day.
The Huron County Road
comittee has recommended
the county engineer indicate
to the Ministry of Natural
Resources their concern for
the hauling of aggregate
across the county highway
sytem and encourage the fin-
dings of the study be im-
plemented.
