Budget gets big cut
Tax rate increases by 11 percent
Despite a concentrated
effort by council to keep tax
increases down. the overall
1981 Lucan mill rate will be
up about 12 percent.
The general rate which
provides monies for the
operation of village business
will be 14.94 mills an in-
crease of 2.37 mills from the
1980 levy.
The overall rate for
residential property owners
will be 43.20 mills, up from
38.55 mills of a year ago.
This means 1981 taxes on
an average residential
assessment will be increased
by about $69 to $648.
The 14.94 village rate will
generate about $126.000 to be
used for local purposes.
The proposed budget
which was studied by council
Tuesday night called for
expenditures of $166,000, but
this was pared and chopped
by $40,000.
Included in the 1981 ex-
penditures is an ac-
cumulated deficit of $39,287
At the beginning of 1980 the
deficit was $68,010.
In approving budget cuts
which included $8,000 for a
new truck, $7,000 for a two
way radio system and $8,200
for sidewalks on the Elm
Street construction, reeve
Ivan Hearn said, "We have
to tighten our belts and
watch every nickel we
spend."
Councillor Larry Hotson

commented, "We have to
stop worrying about a deficit
each year and hope it can be
eliminated for 1982."
The village rate has only
risen 2.18 mills in the last six
years. In 1976 and 1977, the
rate was 12.76 mills. It
dropped to 10.34 mills for
1978 and 1979 and rose to
12.57 mills in 1980.
The overall increase this
year of 4.65 mills is made up.
of 2.37 for the village, .48 for
Middlesex County, 1.49 for
elementary schools and .31
for secondary schools.
Later in the budget
meeting, engineer Paul
McIntyre was instructed to
proceed with the proposed
construction of Elm Street.

Finn of St. Patrick's Parish,
Lucan celebrated the 40th
anniversary of his ordination
to the Priesthood.
In the afternoon his
family, friends and
parishioners gathered at the
Church to offer the Holy
Sacrifice of the Mass in
celebration and in
thanksgiving for the many
blessings bestowed upon him
during his 40 years of ser-
vice.
The homilist, Father
Arthur Meloche, focussed
the congregations attention
on the nature of the Priestly
vocation, the call to holiness
and service. In a brief
outline, he related Father
Finns career to the ideals
expressed in the Gospel of
the day.

spreading the Good News of
gentleness and love to all
those whom he met was
certainly reflected in the
packed Church which
represented a cross section
of our community.
At 6 p.m. a banquet was
served at the Lucan Com-
munity Centre. In addition to
an excellent meal, the guests
were treated to humorous
and affectionate
reminiscences by a variety
of Father Finns professional
and spiritual associates.
In the Service of the
Roman Catholic Diocese of
London, Father made a
large number of friends in
every walk of life and they
were all represented on this
historic occasion.
Educators, politicians,
ministers, professors,
representatives of the legal
and medical professions.
The head table reflected
the many and varied talents
of the friends, the jubilarian
has gathered around him
during his lifetime as a
student, teacher, University
Professor, Educational
Administrator, author,
television personality,
military, hospital and
religious chaplin and
presently as Pastor of St.
Patrick's Church, in Lucan.

the members of Father
Finns spiritual family,
thanked all those who gave
so generously of their time
and talents to create this
wonderful occasion.
FIRE CALL
As a precautionary
measure, the Lucan &
District Volunteer Firemen
answered a call to the scene
of a car accident just north of
the village Friday night.
Fortunately no fire
developed.
Sunday night, really
Monday morning, as it was
after 3 a.m. the alarm rang
again, but it was relayed
from London by mistake, as
it was a Parkhill area call.
Holy Trinity Anglican
Guild
The Ladies' Guild of Holy
Trinity Anglican Church
(Lucan) met on Tuesday
evening, May 12 in the
Parish Hall.
President, Muriel Culbert,
opened the meeting with
prayer, followed by the
scripture read by Jeanette
Barker.
Much of the business
concerned the planning of
the Strawberry Supper
coming up on June 24, 1981 in
the lower church hall. Final
plans will be made at the
June Guild meeting.
McIntyre said tenders
should be ready by mid-June
and construction could begin
in July.
At a regular meeting
Thursday, building official
Frank Goring's report in-
cluded 8 construction per-
mits, one demolition permit,
four fence permits and four
roofing permits.
Goring recommended that
a number of areas in the
swimming pool, building and
fence bylaws needed
reviewing for possible
changes. These included
final inspections of pools for
fences before filling with
water, height and style of
fences.
The building official will
receive a mileage allowance
of 19 cents per kilometre.
Works foreman Doug
Johnston reported that the
drain behind he Dean
Gibson and 3lotesbury-
Leeson residen needed
cleaning out badly.
Clerk Ed Melanson
reported that the supply of
1967 Centennial book, "The
Luck of the Irish," had run
out and he was instructed to
check further printing costs
and the possibility of a
Wintario grant.
Anglican
The fourth Sunday after
Easter was celebrated with
the Contemporary Eucharist
at Holy Trinity Anglican
Church. The lessons for the
day were read by Joyce
Sovereign and Loretta
Dickson. Greeting wor-
shippers were Helen and
Maurice MacDonald.
Rev. Pocock based his
sermon on the reading from
1 Peter 2:1-10. Peter is en-
couraging the Christians to
keep the faith. He reminds
them that God has chosen
them as a special race to
proclaim His wonderful acts.
Not only are Christians a
chosen race, but they are
called to be priests of God's
Church - Christianity is a
priesthood of all believers.

Deer hit in area crashes
Deer were involved in two
of the four accidents in-
vestigated this week by of-
ficers of the Lucan detach-
ment of the Ontario Provin-
cial Police.
Sunday at 3 a.m. a vehicle
driven by Alan Auld swerved
to miss a deer on County
road 23 at Concession 13 in
London township and struck
a bridge support. Constable
C.S. Fleming set damages at
$1,000.
In the other deer related
mishap at 6:45 p.m. Thurs-
day, the animal was killed
when it was struck by a vehi-
cle driven by Michael Lyall.
The accident occurred on
County road 23, south of
Concession 10-11 in London
township. Damages were
listed at 8450 by Constable D.
R. Vance.
Monday at 10:15 p.m.
vehicles driven by. Robert
Filiatrault, Waterloo and
Barbara Shipley. RR 1 Den-
field collided at 10:15 p.m.
at the intersection of county
roads 23 and 16. Constable
Marshall estimated
damages at 12,000.
Get ride prizes
Several of the members of
the executive of the Lucan-
Biddulph Branch of the
Canadian Cancer Society
made the draw on Saturday
morning, for the prizes
donated in connection with
the Family Ride for Cancer.
The draw was made from the
blue slips turned in with the
pledge sheets by April 15.

Bruce Maslen would like to
thank all who participated in
helping to make the 1981
campaign so successful, all
volunteers in each area,
daffodile sales and boxes,
the house to house can-
vasswith the team captains
and the ' many volunteer
canvassers, the
organizations donating and
last but not least all those
taking part in the Family
Ride for Cancer, in par-
ticular the two top riders,
Kay Egan and Cathy Hardie.
A final figure will be

are in.

Manyuse Helping Hands COMMUNITY GROUPS
Representatives of the
Catholic Women's League,
the Lucan United Church
Women, the Lucan Women's
Institute, the Lions Club and
a new men's organization at
St. Patrick's Church, the
Knights of Columbus met
with Angela Clarke and
Anita Giesen, of the
"Helping Hands"
organization, in the library
at St. Patrick's School,
Tuesday evening, May 12.
An encouraging number of
seniors and near seniors
have made use of the
volunteer services during
the year 1980 which makes
all efforts by Mrs. Clarke
and Mrs. Giesen worthwhile.
New brochures are being
distributed and it is hoped
that anyone feeling the need
of the services included in
this brochure, will call the
number provided, 227-1222,
and make their needs known.
Lawn mowing and window
washing are not on the
brochure, but this service is
available. It was suggested
that when the person
providing these services is
young and looking for work,
that remuneration would be
appreciated, if possible.
"Meals -on -Wheels" came
in for considerable
discussion and it was pointed
out that if enough seniors
applied for this service, a co-
ordinator would be ap-
pointed and plans would go
forward. Please call the
Helping Hands number and
leave your name if you are
interested.
In order to give more
publicity to the services
being given by this volunteer
group it was felt that the
personal contact of seniors in
the village would be ad-
visable. if you know of any
persons who would not be
aware of this organization,
please tell them about it and
suggest they call 227-1222.
It was most encouraging to
hear that of the many groups
providing similar services
that the Lucan Helping
Hands is the only one
providing "rural tran-
sportation." This was
discovered when Mrs.
Clarke and Mrs. Giesen
attended seminars during
the year.

Bill Davies was in charge
of the Sunday services.
Harold Fletcher played his
guitar as he sang "God's
Love is Abundant."
Mr. Davies spoke about
happiness, which is possible
for a Christian to have. John
10:10 says Jesus came to
bring one abundant life. The
blank state -of -mind, cults
teach is not happiness.
Apostle Paul rejoiced in his
sufferings for Christ,
because he learned in
whatever state he was to be
content.
Bill Davies opened Sunday
evening service reading with
Psalm 84. Loys Melanson
accompanied herself on the
piano as she sang "With My
Love Around You."
Mr. Davies' using the
projector, taught the
relationship, qualifications
responsibilities of elders to
the church from 1 Timothy 3
and Titus 2. The elders are
ordained and obligated to be
spiritual leaders in the
church.
Upcoming Events
May 22, Friday from 4:30
to 8:00 p.m. the youth of the
church will hold a car wash
in the parking lot of the
church. All proceeds will go
towards the building project
in Haiti.
May 27, at 7:30 p.m. the
Women's Auxiliary will hold
a blossom tea at the Lucan
Revival Centre Fellowship
Hall. Mrs. Janalyn Rutledge
will be the guest speaker.

UNEMPIOYED YOUTH

If your community group is interested in providing counselling
to young people who have low educational levels or insufficient
training in the fundamental skills necessary to find and hold a job,
there's financial help available.
As part of BILD (Board of Industrial Leadership and
Development), the Ontario Youth Secretariat and the Ontario
Manpower Commission have created a program to encourage a
community response to the special problems of unemployed
youth. The Ontario Youth Secretariat will match local monies in
support of a counselling service -up to $60,000 per year.
