But challenges will not be limited just to supply management boards. Every board in Ontario faces an un- certain future in many repsects. The 1980's will be a volatile decade. Every board, regardless of their powers. will be under pressure to modify market swings. and to improve stability. The challenge will be to find new methods of achiev- ing stability that don't have the costs and constraints associated with supply management. If the beef in- dustry can get a meat im- port law. then there may be other alternatives available to other commodities. The role of the relatively new Appeals Tribunal, will be a major challenge for both governments and boards. So many appeals are being made to that body, it is now emerging as a "super - board". If the present pace continues. this Appeals Tribunal will. by default, be setting the price of farm products marketed by price - setting boards, will be set- ting boards and agents fees, will be deciding who gets quota and at what price, and will be controlling almost every board decision that is not otherwise decided by Cabinet. What will be the implica- tion of such all encom- passing authority by an ap- pointed board on the future role of marketing boards? The next decade will be an interesting one for marketing boards. The challenges will come from all sides. and they will corne fast and furious. Indeed, run- ning a marketing board will be put under such severe public scrutiny, that it will he like living in a fish bowl."
