The Huron -Perth County Catholic school board ap- proved the draft policy on School Accommodation Review at a meeting Monday night following a lengthy discussion. William Eckert, Direcor of Education, in outlining the policy stated that a school shall be identified for further review if there is a pattern of continued decline in the number of pupils; an oc- cupancy ratio of less than 60 per cent; a cost per pupil in excess of the system average and approaching, or in excess of, the weighted ministry grant per pupil for the board; and staffing patterns which are less than those for the system. Mr. Eckert said the membership of the board accommodation review committee will be the chairman of the board and the vice-chairman, the standing committee chairmen of the finance, property and transportation committees of the board, Director of Education and the Superintendent of Business. If this committee, after it prepares an initial school accommodation review file, determines that a ' further review is necessary, then it may recommend to the school board that it establish a community ac- commodation review committee. This committee would include four parents who are catholic school supporters; two trustees, one representing the review school plus one from another area appointed by the chairman of the board and who has served on the board accommodation review committee; a supervisory officer to act as executive secretary of the committee; the review school principal; a teacher appointed by the branch affiliate; and the pastor of the parish school community. In the final report to the board the board ac- commodation review committee shall consider the recommendations of the community accommodation review committee. Where the board determines that a school is to be closed, the board accommodation review committee shall prepare a report indicating the possible alternative uses or disposition of the school. The declining enrolment committee was renamed by the board to be the board accommodation review committee. The board authorized the Director of Education to approve requests for ex- tended maternity leaves of less than one school year (without pay) to permit an expectant teacher to leave at the end of one of the school terms prior to the expected delivery date of the baby and or to return at the beginning of a school term. This is in the best interest of the education of children. The school terms are Sep- tember 1 to December 31; January 1 to Winter Break and from Winter Break to the End of June. The board changed the kindergarten policy to the requirement that a child must be five years old by December 31 rather than January 31. While some trustees thought the board should not send delegates to the fourth Congress of Education or the Canadian School Trustees' Association annual general meeting, both to be held in Calgary, Alberta, from June 20 to 23, in order to save money, two trustees have indicated they wish to attend -- John O'Leary and Tim O'Donnell. It was reported the round trip airfare to Calgary would amount to $426 for one person in a group travel plan leaving June 19 and retur- ning June 24, and with hotel room rates running from $50 to $75 per night, for the five nights, plus meals. The board approved the dismissal time at Immaculate Conception School in Stratford from 3:45 to 3:25 p.m. with a 20 minute reduction made in the lunch hour. This will being the dismissal "time in line with other schools. Co-ordinating transportation and school road crossing guard programs. Stratford trustee, Ronald Marcy was appointed to the Master Plan for Parks and Recreation committee for the city of Stratford to represent the board. Following a lively discussion the board ap- proved giving the Director of Education, authority for the hiring and use of teacher aides (para -professionals) to assist teachers in the education tit" exceptional children, in self contained special education classes. Board chairman, Ronald Murray abdicated his chair to vote against the motion as did Trustee Tim McDonnell. The hourly rate of teacher aides was set at $5.00 per hour, effective April 6. Provincial government bill 82 is an Act that ensures that every exceptional pupil receives an education suited to his or her needs and abilities. The act defines exceptional children as "a pupil whose behavioural, communicational, intelle- ctual (including the in- tellectually gifted), physical or multiple exceptionalities are such that he or she is considered by a board committee to need placement in a special education program." The act requires the board to provide care and treatement to these pupils identified as requiring such services. At present these ex- ceptional education classes are located in Huron County at St. Joseph's School in Clinton and in St. Joseph's School in Stratford. Because of the small number of these students in these two schools they are not grouped into specific disability classes but each class would contain students with a variety of disability problems who require more than 50 per cent daily instruction in a special education setting. Although the numbers may be small, the care and programming needs are greatly magnified and the teacher requires assistance from a teacher's aide to help present the programs, at- tend to physical needs of a child, help keep order In such situations the assistance may not require another teacher but simply a para -professional aide. As Mr. Eckert pointed out, "We can't randomly hire a special education teacher when an aide is all that is required." Chairman Ronald Murray said, "It seems we are handing these kids crumbs." A special budget meeting will be held March 31, with the next general meeting to be held April 13. Thames River group receives funding The Thames River Implementation Committee (TRIC) met March 19 to approve the second year of their work project. Funding of $290,000 was received from the Ministry of the Environment and the Ministry of Natural Resources. Emphasis in 1981-82 willl be placed on dealing with land and water management problems in rural areas of the Thames River Basin. TRIC offers a free technical service and financial assistance to help farmers implement cost- effective erosion control practices on their land. Seven tillage sites and numerous drainage projects have been set up throughout the basin.
