Road budget under debate
The deficit on last year's
road budget made lively
debate again this month at
the meeting of Huron County
Council on February 26.
Lloyd Mousseau, chairman
of the road committee, told
council the committee is try-
ing to trim its budget so its
increase will be 14.5 percent
rather than 27 percent.
The road committee sub-
mitted their budget at last
month's county council
meeting and it came in with
an increase of 27 percent
over last year.
The road committee. ac-
crued a deficit of $201.068 in
1981 because they proceded
with the construction of
county road 11 beyond the
limit set in the budget and
the cost of the Auburn
Garage came in at nearly
twice its budgeted estimate.
Mousseau told council at
their February meeting that
the road committee would
probably decide not to pave
road 11 this year in an
attempt to cut close to $200,-
000 from its budget. He said
the paving of road 11 would
be replaced by the resur-
facing of county road 20.
The committee extended
the construction of county
road 11 from the Perth Boun-
dary to Highway 23, beyond
the limit set in last year's
budget in the hope it could be
paved this year. County
engineer Bob Dempsey an-
ticipated the county could
save money if the road
were paved this year
because the cost of asphalt is
increasing so steadily.
Mousseau said he wants to
see the road budget brought
in line. but he said the com-
mittee shouldn't reduce
their budget any further than
$200.000 or the road depart-
ment will be in trouble. He
said the county has roads
which if allowed to
deteriorate any further, will
present real problems for
the county.
Mousseau said he wants a
record kept of what it will
cost the county to remove
the paving of road 11 from
this• year's budget. He said
asphalt prices are going out
of this world, and he can
only estimate the road will
cost more to pave in 1982
than if it were done this
year. The road will also have
to be maintained this year as
_q gravel road at a, cost of
$15.000.
Reeve George Fellows of
Bayfield commented it is un-
fair that the road budget be
reduced. even in light of
their over run last year. It is
defficult to keep operating
expenses down. he said, but
asked if capital expenditures
could be cut by 10 percent in
1981. Clerk -treasurer Bill
Hanly said the capital cost
portion of all otner county
budgets would probably only
amount to $25,000. To cut
capital expenditures, said
Hanly. would only reduce
the overall county bu(`lget by
about $2.500.
Roy Williamson, reeve of
Grey. pointed out county
roads will' suffer if $200,000
is strifrom the road
budget. The county has been
building a reserve for the
Auburn Garage and he
doesn't want to see the roads
suffer, because the garage
cost nearly twice the amount
budgeted for it.
"We should leave the road
budget as it is to keep the
road system as good as we
can." he observed.

Stitchers meet
Thursday evening the
Crediton Stitchers held their
4-11 meeting at the home of
Heather Bowers. President
Kim Galloway opened the
meeting with the 4-H pledge.
The girls learned to sew in a
facing on a sample. Joanne
Slaght was elected
secretary.
Back from south
Mr. & Mrs. Alf Smith have
returned home after spen-
ding two weeks in Florida.
They enjoyed visiting with
the following friends in
Lakeland: Helen and
Hugh Haynes, Mary (Gunn)
Lange, Lorne and Grace
Hodge, and John and Ruth
Bernette.
In Vero Beach they visited
George and Dot Galley and
saw Mr. & Mrs. Andy Crown
in Auburdale.
After taking in all the

auditor's report earlier in
the day which showed the
county accumulated a
deficit of $504,150. in 1980
due to the road committee
over run. The report showed
there was a surplus in the
general account of $15,044.
and the road deficit
amounted to 3519,194.
Morris reeve Bill Elston
commented the county isn't
broke. "We have over $1
million in reserve, we'll get
back on track another year."
Hayfield's reeve 'George
Fellows told council he
doesn't want council to be a
rubber stamp for the ex-
ecutive committee. He said
it does not behoove any com-
mittee to exceed their
budget the road committee
did last year.

latitude and I don't think we
can condone any committee
exceeding their budget in
this manner." concluded
Fellows.
Chairman of the road com-
mittee. Lloyd Mousseau,
agreed it is poor policy for a
committee to exceed their
budget. "We hoped to save
the county some money be
proceeding with the con-
struction of county road 11
and I still think we did."
observed Mousseau.
"The road committee is
the most popular committee
we have." said Mousseau,
referring to the discussion
the committee's actions
generated at council's
meetings and added "I hope
that popularity continues. '
