Blyth trustee, John Elliott, said it was an issue the board would have to deal with in 1981 adding that "either everyone else in the province is out of step or we are." The board could save money in borrowing costs by collecting four times a year but the townships argued it would simply pass on borrowing costs to them and subsequently the taxpayers. The minister's intentions were announced after a resolution from the City of Stratford asking for a review of the representation policy was endorsed by several municipalities in Ontario. The City of Stratford cir- culated a resolution in November 1980 asking that Stephenson make changes so that membership on boards of education more adequate- ly reflect student population and taxes paid. The resolu- tion gained support from Goderich town council and also the Huron County Board of Education. Reporesentation on boards of education is determined by assessment but commer- cial and industrial assess- ment is not used in the for- mula. Stratford contends that the use of total assessment to determine rural representa- tion will decrease the number of members representing urban areas. But commercial and in- dustrial assessments con- tribute a large portion to the tax bill. At the January meeting of the Huron Board of Educa- tion. Goderich trustee Dorothy Wallace expressed concern claiming that representation through assessment would eventual- ly limit Goderich to one trustee on the board. In a letter from the Ministry of Education, Stephenson said she was willing to review the representation system adding that the use of the new equalization factor has caus- ed some rural areas to gain a member at the expense of urban areas. The minister indicated that the Stratford resolution would receive full considera- tion and was just one item on a review list. rzzzR[A 135-2311 EXETER Times -Advocate, February 4, 1981 Pogo 23 A ISI PENTEECOSTAL TABERNACLE Presents Gospel CONCERT February 14 7:30 p.m. LOCAL TALENT GOSPEL MUSIC SUNG ANO PLAYED WITH SOME LIFE.
