This provision of the law was en-
acted in the Tariff Act of 1887, by
Congress, probably without thought
of the effect it would have on busi-
ness :Iles; tato Canadian boundary
and with the idea that it would only

turning from European points. Can-
adian merchants are now discovorinz
what it means to them and as a re-
sult they are importunity; visitors to
Canada to purchase goods from
them.
It seems that under the treasury
regulations, residents of the United
States visiting, abroad (including Can-
ada) can purchase and bring back
into this country new :goods to the
amount of $100 without tho payment
of 'duty. privided they can satisfy
customs officers that they aro act-
ually residents of the United States
and that the purchase of the goods
was an incident of tho visit and not
brought into the country for sale.
It does not seem to matter whether
kho visi tis for a month or a day, if
the ;goods, no matter of what nature
were purchased in good faith without
any intent to defraud the revenues
of the United States, Summed down
to plain words it is simply "Fre
Trade" up to the ,amount cf $100.
