If the enthusiasm which prevailed at the meeting, held in the Town Hall last Friday evening to discuss the matter of asking the council to sub- mit a bylaw granting $10,000 to the St. Marys, and Western Ontario Rail- way tttontinues, there is no tloubt the by -lane *will be carried by a good ma- jority. The delegation consisting of Messrs Graham, Rice and Hyde met the coun- cil before the meeting, when the question of the amount was fully dis- cussed, the railway people holding out for the ten thousand dollars. Reeve T. II. McCallum was moved to 'the chair and explained the meet- ing held last week, and also the con- ference with the delegation held a few minutes before the meeting. Op- en discussion was asked, and Mr. J. Graham . in behalf of the company addressed the meeting. He explain- ed the formation of the company, several Exeter people being on the beard of provisional driectors. Tho Exeter members subsequently with- drew and the scheme was continued by the St. Marys men, who have car- ried the project through so far. The road up to the present has cost in the neighborhood of $300,000 and the cost from 13t. Marys to Exeter is es- timated at $25,000 per mile. Muni - pal aid to the extent to $80,000 had been ,ranted for the first fifteen miles, the municipalities ,getting a second mortgages The C. P. R. who are guaranteeing the interest on the bonds have asked the company to get rid,of these mortgages and not to issue any more second mortgages: For this reason the company is not asking as large amounts from the municipalities this side of St. Marys as they did from those east of St. Mary:. Mr. Graham spoke of the trouble with the contractors and the suits 'which are pending. He said the company does not owe one cent on the portion already constructed. The contractor lead neglected to pay the sub -contractor. tile expects the road to be commenced within 6 months after the by-law is carried, and that the road will be completed before September 1911. A draft of the pro- posed by-law was read, in which the payments of the ti 10.000 asked front lixeter will be made as follows. $2,500 on the completion of the sur- vey end the acquiring of the ri ;ht of way to Exeter; $2,500 whcr the ties and steel are purchased: .,500 when the grading is done awl the remaining $2,500 when the road to Exeter is in operation. The amount. of the bonus is to be spread over a period of 20 yearn, which will mean that $735.52 will have to be raised annually for the period of twenty' years for that purpose,. The money' granted is to be deposited to the, joint credit of the corporation of the village and the railway company. Mr. Rice, another member of the It's a boy. delegation, said the council had cx Norman Jarrett. of Mensal!, hauling a business like attitude in re- }taulin lois from near \Vholen for .zard to the negotiations, but that 'the Exeter mills. the company had not asked for one Elimville boys are taking reivatt- cent more than absolutely necessary, tage of the good sleighing and are The council had shown them the hauling logs out of J. The cost of building the entire road will be about $1,500,000 and if they accepted $5,000 from Exe- ter other municipalities would want the same reduction.
