dtck'e health had been precarious. but
his final ilhtesa was less than .a v.eek'e
duration. Though he suffered greatly,
1.1s end was one which became his long
rel:gtous life. Converted at 18 years of
age he had been ever since a loyal and
conalatent member of the Methodist
church. Of a richly emotional Christ-
ian experience he was for many years
an e.atehned class leader in the old Nur-
sery Church, and later in James Street

THE EXEPEIt COUNCIL
Council meeting was :aid 1:1 the read-
y !ng room of the Town Hall on Friday,
f Nov. 19111, 1909, at 8 p.in. Members all
wese:'t. Previous minutes read and ap-
e proved. A communication from the
e Smart Turner Co., Hamilton was read,
I also a litter from Mr. Farncoanb re-
garding securing an option oil a second
I pump. Ordered filed.
Luc al Option Petition. -The clerk re-
ported as to the number of names 011
the petition and also the number names
on the last revised voters' list. and ver-
ified the petition as presented, Mr. L.
H. Dickson addressed the council re-
gardtng the Loral Option stating that
certain persons who signed the petition
were not qualified voters, their names
not appearhtg on the last revised list ;
that the names of eight persons were
written by other persons using or plac-
Ing their mark, white eight others whose
names appear on the petition are not
qualified property owners. Mr. Dickson
also objcctei because the petition did
not disclose the fact nor was the fact
known to many that signed 1t,that 1f
tate by-law carries it would not pro-
hibit the male of liquor in Exeter, but
would merely transfer the license to
sell front the present to other licensees,
and would create a worse condition than
tho.te we complain o: under our present
Hectored system. Mr. Dickson argued
that Local Option like the Scott Act was
a political sop thrown out to the tem-
perance people by Governments who
dared not face the Issue thentselves, and
thus dodged It by shifting the respon-
sIbIllty onto the municipalities. Local
Option he said in force In one nturri..ipal
Ity and not in another was :to good, and
ntorcover the law discriminates against
smaller municipalities In favor of the
(-!ties and larger towns. Mr. Dickson
declared hit -melt in favor of temperance
legislation of the r'.ght kind, and to his
mind there was only one right kind, and
that was leglslat_on of a t.ational or
Dominion character. totally prohibiting
the sale and manufacture of liquor not
only In Exeter but In every part' of Can-
ada; give us legislation that will place
all 'municipalities on an equal footing,
adequately provide for the accomodation
and entertainment of the travelling pub
tic, and make fair compensation to those
whose property would be prejudicially
effected thereby. and it will commend
itself to a great majority of our rate-
payers. Mr. F. W. Oladman addressed
the council in answer to several pointe
of objection as raised by Mr. Dickson.
