EDITORIAL NOTES
The Hon, Robert Rogers intimated
at Calgary the other day that the Do-
minion Government would at an early
date take up the question of a revised
immigration policy. This is good news.
Certainly the introduction of a new
policy in this department is urgently
needed. It was needed before the out-
break of war, and changed conditions.

According to an official estimate of
the wheat yield in Canada this year,
out of a total yield of 336,255,000
bushels there will be ap exportable
surplus of 223,132.000 bushels, The
average loss in oleaning and allowance
of 10 per cent. for grain not of mer-
chantable quality is estimated at33, 2S, -
OPO bushels. The total amount retained
for sending next year's crop, say
14,000,000 acres at 1.75 bushels per
acre, is placed at 24,500,000 bushels.
The amount required for food. aver-
aging 6.2$busbeis per head, is estimated
at 50,0011,000 bushels. The quantity of
wheat and wheat flour estimated as
available for export is 85,55S,O110 bush-
els in excess of the previous high
record of 1913-1914, and represents
nearly 68 per cent. of the total pro
duction of 1915.
MAKING MUNITIONS IN CANADA.
The United States may not consider
itself at war with Germany, but Ger-
many is certainly making war on the
United States, destroying American
factories and attacking railways ex-
actly es if they were in France or
Russia.
There is undoubtedly a great ad-
vantage in manufacturing munitions in
Canada, because we in this country
recognize the state of war and make
provision far it. Railways are guarded,
and the same protection can be afforded
to factories where munitions are made.
Unless, therefore, some better prn-
tectiort is afforded led to manufactures of
munitions is the 'United States, the
tendency will he fer this industry to
shift to Canada. This is s great oppor-
tunity for our manufacturers, but it
t eats be used effectively only if the pro -
duet is satisfactory and the price
} n:os.erate. It may be lost by the desire
of a few men or institutions for ecces-

Francis Irwin, a. retired pioneer mer-
chant of Orangeville, and Town Treas-
urer for thirty-five years. died in bis
S4th year.
Samuel Rollin Heston, a pioneer and
ex -Mayor of Stratford and prominent in
various public activities, is dead, aged
eighty-six years.
A feature of the monthly statement
of Canada's trade, is the very substan-
tlsl increase in the volume of exports.
For October Canada exported $50,000,-
000 worth of goods, or nearly double the
exports for the corresponding month of
1914.

Minutes of Council meeting held on
Nov. 15th. Members all present.
Minutes of last meeting read and ap-
provet
R. C. McOowan was present and
requested the council to take proceed-
ings to have the surface water from
the N, K. trot 88, Con. 2, diverted
from flowing on his,property, claiming
the same was doing him an injury,
The council refused to take any action
in Mr. McGowaa's complaint, as they
considered that an award on ibis same
matter, made some years ago, wee
sufficient to meet the situation.
By-law No. 11, 1915, appointing place
of nomination, places of election, Deputy
Returning Officers and Poll Clerks, was
read and passed.
The following accounts were paid; -

and East Wawanosh boundary, $."•2,05;
John Gillespie, inspecting same, $1,00;
Wes Kehue, drawing plank and repair-
ing Potter's bridge, $2.00; James

$2.48; Austin Campbell, repairing ap-
proach at river bridge, Con. 9, $1.00;
Peter Leaver, repairing culvert on
sideline 80 and 3t, Con. 11, 50 cents;
James Young, putting in drain opposite
Lot 34, Con. 12, $T,50.
The council then adjourned to meet
again according to statute on Wednes-
day, December 15th, at 10 o'clock a, m.

Mr. Justice Middleton concluded the
examination ordered by the Provincial
Government into the Senator Cox es-
tate. On the death of Senator Cox the
total of the estate was declared at
something over $800.000. Justice
Middleton's finding inereases this. for
purposes of succession taxes, to $4,834,-
847.18, The estate of E. W. Cox, son
of Senator Cox, who died something.
less than two years ago, was at the
time declared at 499,929.72. Mr.
Justice Middleton values it at $1,490,-
223.
Seven constituencies of the Dominion
are at present unre_preaented in the
House of Commons These are Lisgar
and Brandon, left v..eant by the resig-
nation in order to run in the recent
Manitoba eampaign of W. F. Sharpe
and Sir James Aikens; King's, N. S.,
and Carleton, Ont., left vacant by the
enforced resignation for participation
in war scandals of A. De Witt Foster,
and W. F. Garland, both Ministeriahst
members; and Prince, P.E.I., Hamilton,
Ont., and Restigouche, N.B., Left vac-
ant by the deaths of J. W. Richards.
Han. Sam Barker. and James Reid, of
Restigouche.
