ONE MILL WAR TAX.
One mill on every dollar of assessable
property in the Province ei Ontario is
the war tax the people will be asked to
pay to meet government contributions
for patriotic purposes and the falling
off in provincial revenues.
The government's proposal was made
in the legislature Monday afternoon by
Hon. T. W. McGarry, provincial treas-
urer, during the presentation of his
budget speech. The Treasurer an-
nounced that the new tax, legislation
for which would be presented in the
next few days, would yield an estimated
revenue of I,Se10,000, the assessed value
of property, in the province being
placed at $1,00,000,000.
Hon. Mr. McGarry • explained the
method of collecting the new revenue.
"The tax will be levied against the
property in cities and towns separated
from the counties for municipal pur-
poses and they will collect them for
us. In the counties other than in the
separated districts referred to the tax
will be made by the county upon an
equalized assessment and the tax col-
lected as part of the county rate and
paid over to the provincial treasurer."
Mr. McGarry added that although
this money would -not be received until
next fall he intended to take power by
legislation this session to borrow against
it to the extent of one or two millions.
SECOND WEEK IN LEGISLATURE.
A HUGE DEFICIT
For the first time since the Conser-
vative Government has been in power
in Ontario they admit a deficit. For
several years the Opposition has claim-
ed that ordinary book-keeping would
reveal not the alleged surplus but a
balance on the wrong side. This year
the Government admits it but whereas
they place the figures at about $700,000,
the Opposition claims that the total is
about $4,000,000 Moreover the Liber-
als object to the Government contention
that the deficit arises largely from the
war and point to the Treasurer's figures
showing less than $300,000 expended on
war contributions. The Opposition
points out that one item in the current
receipts amounting to over $500,000 is
openly disowned in the Government
statement by the auditor himself who
appends a note refusing to take respon-
sibility for the item. '`his, therefore,
makes the Government deficit admitted-
ly S1,200.00'0, The rest of the deficit
which the Opposition would raise from
$1,200,000 to nearly $4,000,000 comes
from items charged to capital account
which ten years ago used to be charged
to current revenue and which the Op-
pesition claims should still be so
credited. It is noticeable in the House
and in the press that the Government

Mr. Johnson was answered by Hugh
Munro, Liberal member for Glengarry,
who as a business man told how his
business and the efficiency of his men
had been interfered with by the liquor
traffic, and how his business had
proved with the doing away of the
traffic in his town. Major Tolmie de-
fended the patriotism of the ministers,
who, true to their conviction at what-
ever -cost, had spoken at the general
election against the liquor traffic.
NOTES.
On the suggestion of Mr. Rowell, a
cable of praise and good cheer was sent
by the Legislature to the Ontario Bri-
gade upon the occasion of their first
experience in the trenches.
The Provincial Treasurer made a
slashing attack on those insurance com-
panies who had refused to pay the in-
creased tax placed on life insurance
premiums last year. The companies
affected have made a vigorous reply.
The Moratorium Bill was given its
second reading. Mr. Rowell claimed
that since it really was not a Morator-
ium in the usually accepted, broad
meaning of that term, the name of the
Bill should be changed. The matter
will be up again.
The Nickel question is still under con-
sideration.

Why Not Ordinary Postage Stamps.
The proposed collection of the new
special Dominion taxes by means of
stamps labelled "War Tax" is rank
hypocrisy in the first place, and the
creation of laborious, inconvenient and
unnecessary tax collection machinery in
the second place. The idea of the
stamp labelled 'eWar Tax" is, of
course, a childish endeavour to mislead
the people when they buy such a
stamp. They will be supposed pre-
sumably to pat themselves on the back,
swell out their chests and say: "There
goes my mite to help defeat the
Kaiser." It is as We have said, sheer
hypocrisy, because none of the money
will go to the undoing of the enemy,
and all of it toward the meeting of or-
dinary expenses of the Government
apart altogether from the war. There
seems no reason why ordinary postal
stamps should not be used as in England
for the special revenue taxes. To be
compelled to fix two stamps to every
Ietter or postcard, one a postal stamp
and the other an inland revenue stamp,
will be both inconvenient and unneces-
sary. The only excuse for such a plan
can be the Government belief that the
people can be hoed -winked into consid-
ering these special taxes as "War
Taxes" when they are only the old
taxes in different disguise. -[Ottawa

evening, March 11th. The program
will be given by talent from Lucknow
and Wingham, assisted by the local
church choir as well as addresses by
Rev. J. W. Hibbert, Wingham, and
Rev. G. McKinley, B. D., Lucknow.
