MUNICIPAL HAPPENINGS,
There have been happenings in muni-
cipal matters in `'Gingham during the
past two weeks on which one could
write at length and on which
the action of the Council is direct-
ly in opposition to the wishes of a large
number of ratepayers. There is no
particular good to be accomplished at
the present time in making comments
and the TIMES will refrain until such
time as it will be of use.
One could easily tell at the meeting
of Council last Thursday evening which
was well attended by ratepayers. that
the percentage of the people were op-
posed to the legislation which was being
enacted.
Fortunately Councils are elected for
only one year and our advice to rate-
payers is that they keep a diary of
civic happenings as it will no doubt be
useful when the next campaign is on.
The adjustment of assessment is a
good move and will be appreciated by
many ratepayers.
The editor of the TIMES last year as a
member of Council endeavored to pro-
cure legislation but the committee to
which the matter was referred, in-
structed the Assessor to make a general
advance of 10 per cent.
It will be well, when the audit is
completed, that a public meeting be
called so that the matter could be fully
explained to the ratepayers.
The TIMES has never yet made an
overcharge for printing done for the
corporation, yet we are asked to sub-
mit tenders. This is a very small pro-
ceeding. The TIMES, in fairness to the
ratepayers, will continue to give fair and
impartial reports of the proceedings of
the Council.
CHURCH NOTES.
The quarterly board of Wesley Metho-
dist Church, Clinton, has extended an
invitation to Rev. Dr. Routledge for a
third year in the pastorate. Dr. Rout-
ledge, a few days ago, Was granted
leave of absence for some weeks to
have medical treatment in Baltimore.
Regular services will be held in the
Methodist , church next Lord's Day.
The -pastor will preach at both services,
morning and evening. At the evening
service there will be a celebration of
the centenary of peace between the
United States and Canada, when the
pastor's subject will be "Will this
Peace Continue?" Patriotic music.
All are welcome.
At the quarterly official board of the
Methodist Church held in the board
room last Monday evening a review of
the work of the Church revealed a very
satisfactory condition. The member-
ship of the Church was on the increase,
and the finances were in splendid shape.
A cordial and unamimous invitation was
extended to the Rev. J. W. Hibbert to
return as their pastor for another year;
complimentary and kind thing's were
spoken concerning his work as a pastor
and preacher. Mr. Hibbert acknow-
ledged the kind words and heartily
accepted the invitation to return for
another conference year.
CHURCH OF ST. PAUL THE APOSTLE,
The Sunday School of St. Paul's will
celebrate the 'secession of the centenary
of peace between the United States and
Canada next Sunday. when the rector
will speak to the scholars on the.sub-
ject.
Special services will be held according
to a form issued by the Archbishop next
Sunday in commemoration of a Peace
Centenary.

and business taxes, etc., of recent
years be collected. On motion of
Coon. Bell and Reeve Mitchell this IF
clause was adopted and referred to the J
Finance Committee to report.
Tax Collector Stewart reported $398.-
76 still on the roll. Moved by Coun.
Crawford and Reeve Mitchell, that the
Collector be instructed to return the
list of taxes as uncollected.

A special meeting of the Town Coun-
cil was held on Monday evening. All
present except Coun. Crawford. Mayor
Irwin presiding.
The committee appointed to fix salar-
ies of Clerk and Treasurer, reported as
follows: -
a. That the Bank of Commerce col-
lect the electric light rates and Domin-
ion Bank the water rates.
b. That the Clerk get $600.00 per
year and $3.75 per month for distribu-
tion of electric light and waterworks
accounts and $1.50 for general postage,
as at present.
c. That the salary of Treasurer be
$225.00 per year and that applications
for the position of Treasurer be receiv-
en up to 4 o'clock on Friday, 12th inst.
The majority of the Councillors were
opposed to have accounts payable at
the banks and thought the Treasurer's
office should be in the Town Hall.
Moved by Couns. Currie and Vannor-
man, that this Council instruct the
Clerk to ask for applications for the
position of Treasurer at a salary of $275
per year, said Treasurer to do all col -
lectin and his office to
t; be in Town' Hell;
also applications at a salary of $225 per
year without collection of accounts, and
applications to be received up to 4
o'clock on Friday, 12th inst, -Carried.
On motion of Coun. Bell and Reeve
Mitchell, clause b. of the report was
adopted.
A deputation from the Business Men's
Association waited on the Council and
asked that work be started on Edward
street sewer so that work may be given
to the unemployed.
On motion of Couns. Currie and Pat-
terson, the request of the Business
Men's Association was acknowledged.
On motion of Coun. Bell and Reeve
Mitchell, the matter commencing sewer
work was left with the Street Commit-
tee with power to act. •
The third $100.00 account to Hudson,
Boyd & Co., the auditors, was ordered
to he paid on motion of'Couns. Patterson
and Bell.
Mayor Irwin said he expected the
auditors would submit their report
this week.
Mr. Wm. Bone said he thought Coun-
cil should fix the office hours for the
Treasurer, so that applicants would be
properly guided when applying for the
position.
On motion of Couns. Vannorman and
Binkley the office hours for the Treas-
urer were fixed at 10'to 12 a.m.: 2 to 4
p. m.
Conn. Bell reported that L. Aitdhison
s Member of Fire Brigade had -gone
with first contingent and Robt. Brooks
bad been appointed in his place and it
would be necessary to move the tele-
phone.
On motion of Couns Binkley and
Currie, it was ordered that the tele-
pbotte be moved at the expense of the
corporation.
