Ontario Good Roads Association comments on the
Government of Ontario's 1ansit Investment Strategy

The release of the Government of
Ontario's Transit Investment Strategy
Advisory Panel's final report provides a
welcomed opportunity to renew the dis-
cussion about how Ontario and its 444
municipalities intend to finance the
renewal and expansion of Ontario's civic
infrastructure and transit systems.
The Ontario Good Roads Association
(OGRA) agrees with the findings of the
report, most of which seem matters of
fact. However, OGRA is disappointed
that the province continues to limit its
consideration of revenue tools to provin-
cially -managed options for transit. The
need for investment in transit is beyond
question. This reality places transit on
the same footing as roads and bridges,

(SOUTH HURON, ON) - A 25 year
old male driver from South Huron will
have to attend Provincial Offences
Court following a traffic stop on Decem-
ber 9, 2013. At approximately 4:40 p.m.
Huron County Ontario Provincial Police
(OPP) officers stopped a Dodge Dakota
pickup truck on Huron Street at Elim-
ville Line. Officers noted the validation
sticker displayed on the licence plate
was expired in 2010. Upon speaking
with the driver he informed the officers
that his driver's licence was currently
under suspension. After further ques-
tioning the driver admitted there wasn't
insurance coverage on the vehicle.
As a result, a 25 -year old man from
South Huron has been charged with
Drive While under Suspension, Operate
Motor Vehicle without Insurance and
Drive Motor Vehicle with no Validation
on Plate. His court appearance is
scheduled for January 21, 2014 at
Ontario Provincial Offences Court in
Goderich.
(Travelling at nearly double the speed
limit was a poor decision for a 26 year
old driver early Sunday morning. A few
utes after midnight on Sunday,
December 8, 2013 a Huron County
Ontario Provincial Police (OPP) officer
spotted a Dodge Avenger speeding east-
bound on Zurich-Hensall Road. A
check on the speed with a police radar
device revealed the driver's speed to be
173 km/h in a posted 90 km/h zone.
The vehicle was stopped whereupon
the driver informed the officer that he
was trying to make it home quickly.
Further checks by the officer revealed
the validation sticker on the licence
plate to be expired.
A 26 -year old Bluewater man was
charged with Race a Motor Vehicle and
Drive Motor Vehicle with No Validation
on Plate. Ile has a court appearance
scheduled for February 18, 2013 at Pro-
vincial Offences Court in Goderich to
answer to the charges. His driver's
licence has been seized for seven days
and his vehicle has been impounded
for seven days.

water mains, waste water, and
social housing; all of which
are core asset classes that suf-
fer from chronic under
investment.
Since 2011, OGRA has
maintained that the appro-
priate response to addressing
our infrastructure deficit and
expanding transit opportuni-
ties is for the province to
amend the Municipal Act so
that municipalities are given
the opportunity to implement
revenue tools where they are
determined to be warranted
locally. The support was con-
tingent on the following
objectives:
Revenue derived from this
new authority must be dedi-
cated back into infrastructure
investments;
Transparency must govern
the collection and distribu-
tion of revenue; and
'I'he cost must be distrib-
uted and the funding allo-
cated fairly.
Municipal government is
the order of government that
best understands and reflects
local needs. As such, it is rea-
sonable to expect that afford-
ing municipalities the oppor-
tunity to implement revenue
tools would also ensure more
effective responses to local
issues.
The economic imperative
for snaking investments in
civic infrastructure is compel-
ling. The quality of municipal
infrastructure is often a key
determinant to attracting
investment and talent. Effec-
tive transportation networks
and water assets corresponds
directly with the potential to
grow businesses and reach
markets.
