Council report discusses new parking areas for the Bend

Lambton Shores Planner Patti Richarded will provide
council with a parking report at 'Thursday's regular meeting.
Richardson said this week's report is a start to addressing
council's resolution that staff prepare a comprehensive park-
ing review/master plan for Lambton Shores.
May 2, council passed a resolution directing staff to pre-
pare a comprehensive parking review / master plan for
Lambton Shores, to include information on the

It'll be easier for police to spot suspended drivers when a
new licence plate recognition program rolls out in the new
year.
The OPP is adding 27 vehicles equipped with Automatic
Licence Plate Recognition (ALPR) program technology by the
end of January, said Const. Chrystal Jones. Currently there
are four in Ontario.
Cameras automatically scan licence plates and officers are
flagged via onboard computers in cruisers if a driver is sus-
pended, she said.
"We have to manually input each plate at this point."
'Ihe OPP is the first police service in Ontario to target sus-
pended drivers using the system, according to a police news
release.
It's not uncommon for officers to lay suspended driving
charges in Lambton County, Jones said.
One of the four vehicles already on provincial streets was
in Sarnia-Lambton earlier this year for officers to receive
training, she said.
It isn't clear yet though, she said, whether there will lw a
vehicle specifically assigned to 1.atnbton County.
Eight are earmarked for the Greater Toronto Area, she said,
adding it's expected that the remaining vehicles will be

The vehicles use a Privacy by Design approach and
scanned plates that don't match against a list of unsafe driv-
ers will be deleted from the system within minutes, said Ann
Cavoukian, Ontario's information and privacy
commissioner.
"Ontario motorists expect to he protected from unsafe
drivers, but also not to be tracked as they go about their daily
lives;" she said in the news release.
About 250,00(1 iighway Traffic Act licence suspensions are
handed down in Ontario each year.

current parking requirements, cash in
lieu by-laws, impacts Of parking
requirements on development, park-
ing inventory, parking violations and
fine amounts, appropriate time limits
for on street parking, dedicated
reserves for future lots, zoning require-
ments, Official Plan policies, parking
lot revenues; and that the report be
prepared for the first meeting in
October.
Staff acknowledges that it was not
able to meet the October date estab-
lished by council or this report, due to
workload associated with commence-
ment of Official Plan review and a
number of other time sensitive issues
brought before council through the
fall.
It is staff's observation that parking
and parking related concerns exist pri-
marily in Grand Bend. As such, this
report has narrowed its scope to the
Grand Bend community. "The other
communities in Lambton Shores
appear to be well served with parking
for their commercial areas; there are
few enforcement issues, and there have
been no requests for reduction in park-
ing or the application of cash in lieu of
parking in these areas. As such no
major change In strategy is proposed
for these communities at this time,"
Richardson explains in her report.
'The report does go into detail
regarding River Road and staff suggests
that council consider holding a public
open house to discuss impacts on com-
mercial and residential stakeholders, as
it explores options for new parking and
pedestrian uses of River Road.
the report does not address all of the
issues encompassed in the Council res-
olution. "As Council direction on the
fundamental aspects of its parking
strategy are established, staff will bring
forward specific reports addressing the
more administrative aspects of parking
such as signage, parking violations, fine
amounts, time limits and reve-
nues. This report is intended to initiate
discussion on future plans for busi-
ness/tourist oriented parking in the
community of Grand fiend. 'this report
will focus on the provision of informa-
tion related primarily to the availabil-
ity, challenges, and opportunities for
public parking locations in Grand
Rend;' says Richardson.
There are 1,509 municipal parking
spaces available in the study area; of
this total there are 662 metered parking
spaces; and 847 free parking spaces in
the study area.
The report discusses new parking
areas, issues on River Road, and cash in
lieu since 1985. The full report will be
