BACKGROUND OF THE
PROJECT
In 2005-06 the "Grand
Bend and Area Sewage Serv-
icing Master Plan" was car-
ried out jointly by the Munic-
ipality of Lambton Shores,
Municipality of Bluewater
and Municipality of South
I luron, The first considera-
tion in the Master Plan was
to assess the need for an
updated and expanded Sew-
age 'Treatment Facility
currently servicing the
former village of Grand Rend
(now Lan)bton Shores) and
the surrounding area in the
former Stephen 'Township
(now South Huron). The
Master Plan was followed up
in 2008-09 with the "Grand
Bend Sewage Treatment
Facility Expansion & upgrade
Environmental Study
Report and Preliminary
Design Report':
The design of the Sewage
Treatment Facility was final-
ized in 21)10 to serve the
entire service area and to
meet a 2031 population pro-
jection for a total average
daily flow of 4,659tn3/d and
a maximum month flow of
7,867m3/d. 'Through the
Municipal (;lass Environ-
mental Assessment process

ferred treatment alternative
to sleet the needs of the
three municipalities. Fund-
ing in the amount of approx-
imately $15.9 million ($14.9
million two thirds Canada

been secured for this project
and is required to be
expended prior to March 31,
2016 Upon the completion Of
detailed design, the Engi-
neer's estimate was higher
than the project costs used
for the funding applications.
In October 2011 the project
was tendered with two
options, full build or a single
treatment train. The lowest
tender price for hill build
was $23.2 trillion and $ 18.(1
million for single train. Con-
sidering all of the project
costs and other factors, the
three partner Municipalities
decided not to proceed. 'the
tender award period was
allowed to lapse and no con-
tact was awarded.
Subsequent to the expiry
of the tenders, Lampton
Shores and South Huron (the
joint owners of the exiting
sewage lagoon) expressed a
desire to move forward with
a modified project to expand
and upgrade the existing
facility. Accordingly, the
Grand Bend Area Sewage
Board appointed a Working
Group to evaluate lower cost
wastewater treatment alter-
natives that would meet the
current needs of the com-
munity for a 20- year design
horizon; was expandable to
accommodate future needs;
and could he constructed
within the grant eligible lim-
its. The current system on
Mollard lime in South Huron
consists of four facultative
lagoons in series with a
design capacity of 1,891 m3/d
and is approaching its cur-
rent rated capacity (actual
flows plus committed capac-
ity). 1.amhto11 Shores and
South Huron are joint own-
ers in this facility.
'Ihe Working Group evalu-
ated various alternatives
based on a projected phase
one Clow of a total average
daily flow of 2,473m3/day
and presented their finds to
the Grand Bend Area Sewage
Board. The Board selected
the option of the Orbal'sys-
tem with more extensive flow
equalization and value engi-
neering, essentially this is a
scaled down version of the
original design, maximizing
the use of the existing lagoon
cells for flow equalization.

ESR was carried out in
2012. At the conclusion of
the public consultation proc-
ess a number of Part 11 Order
request were received. The
MOE denied the Part 11 Order
requests on September 11,
2013. A scope change appli-
cation was made to the
Funding Agencies based 00
a phased plant and including
the modifications to the
main sanitary pumping sta-
tion in Grand Bend, On
August 1:3 201:3 Building
Canada approved the scope
change request and the
Municipalities of Latnhton
Shores and South Huron
now wish to move forward
witlh the project.
PURPOSE
'1'o re -design an already
completed design of the full
!mild -out Grand Bend Area
Wastewater Treatment Facil-
ity and include upgrades to
the existing Main Pumping
Station (PS -2) as identified in
the ESR addendum filed in
October 2012, Update/obtain
the necessary approvals and
revise the existing tender
documents so that this
project can be re -tendered
and construction completed
prior to funding deadline of
March :31, 2016. This will
involve a review of the exist-
ing Wastewater Treatment
Facility design; re -design as
necessary to facilitate a
phased approach that can
accommodate future expan-
sion and utilize the existing
lagoon cells to maximize
flow equalization.
PROJECT COSTS
The total cost of the project
will he one of the criteria in
the consultant selection
process and is the upset limit
for the project. It is antici-
pated that the total cost to
re -design, revise the tender
documents and obtain
approvals for the Grand
Bend Arya Sewage Treat-
ment Facility and PS -2
upgrades is approximately
six hundred thousand dol-
lars ($600,000). It is antici-
pated that the total cost to
re -tender the project, pro-
vide construction inspection
and project administration
services is approximately
one million and forty thou-
sand dollars ($1,040,000) (Le.
8% of the estimated con-
struction cost of $13M). The
anticipated cost to provide
engineering services associ-
ated with the PS -Upgrades,
including tendering, con-
struction inspection and
project administration serv-
ices is approximately two
hundred and twenty thou-
sand dollars ($220,000) (i.e.
15% of the estimated con-
struction cost of $1.45M).
The total cost of the project
will be one of the criteria in
the consultant selection proc-
ess and is the upset limit for
the project. It is anticipated
that the total cost to re -design,
revise the tender documents
and obtain approvals for the
Grand Bend Area Sewage
Treatment Facility and PS -2
upgrades is approximately
