Dredging equipment purchase idea tabled
Lynda Hillman -Replay
Lakeshore Advance
I,atnbton Shores Community
Services had been asked to
bring hack a report regarding
the cost benefit analysis
regarding this municipality
purchasing their own dredging
equipment and stuff have rec
-
(tintnended that l,ambton
Shores continue to contract
annual spot dredging work
rather than purchase dedicated
equipment and deliver
this service in house. Deputy
mayor asked for the report to
be tabled until he tabled to the
March meeting at which the
(:AO Report on Ice Manage-
ment/flooding issues in Port
Franks is presented.
In a report from Brent Kitt -
mer, Director of Community
Services, it states that based on
the results of the two surveys
"it appears as though there Is a
limited market of available
local work each spring within
an hour drive of Lamhton
Shores."
In addition, says Khmer,
"The current market of work
appears to be fully served by
private c0111raetors who are
able to keep tip with the
demand for work. In addition,
the primary window of oppor-
tunity for dredging occurs in
the May 5- 19 window prior to
the boating season. 'Ihe ARCA
has offered that the majority of
dredging work In the area
occurs In this window. It is
within this timeframe that
Lamhton Shores completes its
own dredging program, with
the work typically taking the
full two weeks. As a result,
Lamhton Shores would not he
able to offer services to other
locations In this time frame,
ani would only be available to
complete work in the stimuli.'
approval period during which
little work occurs. In addition,
this timing window would not
allow for the equipment to he
shared with another local
municipality, as both would
need the equipment at the
same time. Based on these
market factors, the cost benefit
analysis presented below with
the assumption that the pur-
chase of dredging equipment
would be solely for Lamhton
Shores purposes, and that no
additional revenue will he gen-
erated fon) selling services to
other locations."
After explain the cost benefit
analysis, Kittmer cont'Iu(Ied
that, "This study has found that
there Is a limited market of
available local work each
spring within an hour drive of
Lamhton Shores. In addition,

'the bottom Zine for many in Lamb •
ton Shores regarding by laws is, "If the
by law exists enforce the darn
thing."
A the November 7th sleeting
municipal clerk Carol McKenzie pre-
sented a PowerPoint presentation on
by law enforcement and the duties
and role of the enforcement officers
in Lamhton Short's.
Members of the Lamhton Shores
(,oinintlnity 1Vt'1•t' in attendance and
in a mote to council after the meeting
said, " The Association would like to
commend council on their decision to
seriously research the issue fully and
thoughtfully. LSCA would like to
request that Council include tis for
public input in any of their
deliberations."
At the meeting McKenzie explained
the by law contract was originally ten-
dered in 20(11 and since that time
th(n(' Is an evaluation every year. She
said if council wants to do something
differently, they (council) would he
required to direct that.
Deputy mayor Elizabeth 1)avis 1)agg
said it would be onerous to contract
every year but it would be healthy to
get it 'fresh perspective." She said
maybe this Is something they meed to
tender, Councilor Doing Bon'sttel
said perhaps this should go to the
Strategic Plan. Ile said he hors not
want to give the impression that they
are "going from the frying loan into the
fire:' (;ouncilo9 Martin Underwood
said if they (council) pass by laws he

(:AO Kevin Williams said they need
to ask themselves if they have been
well served by the current situation
and if not should they he going to the
street for a request for proposal,
"(:ouncil makes that decision," he
said.
Bonesteel asked if maybe they
should have discussions first. Ile said
he does not want to See' another police
force- "hilt they do need customer
service':
Davis 1)agg said none of them have
experience in by-law and it would he
interesting to have the RI:I' process to
see what options are out there. "'This
would he healthy for the (;rant) !fend
area' she said. Williams asked Bon's
tees what he was asking for, "I laving
the opportunity to review the current
contract?" I it wondered if i1 was con
venient to talk about new services
with the sante people. Councilor John
Mussell said them' needs to be a (hot
()ugh analysis of the process. 11e said
this would he a review for the next
council. Russell made a (notion to
prepare a report scheduled for the
new year staking recommendations
for the council of 2015. His motion
was defeated.
"'Ibis shacks of what we 11111(911

tee!, "We should expedite this. We
have never had a discussion on 1)y
laws. Wt, need to take tate courage to
expedite this;"Ihe report was received
for information. It was agreed in .1
motion that a dale he set aside in the
