Chamber request to go to budget talks
Lynda Hillman-Rapley
Lakeshore Advance
Lambton Shores council will send the Grand
Bend Chamber of Commerce request to 2014
budget discussions. Chamber manager Susan
Mills and Director Mary -Jo Schottroff- Snopko
attended last week's meeting to explain their
financial position. 'Their request is for $57,000 for
their tourism services. In their report to council
Mills detailed how this council could slake it pos-
sible to continue with tourists services by allowing
for less than 10 percent of Grand Bend's parking
revenue.
ii
Based on figures quoted and
adjusting for population size,
Lambton Shores potential
Tourism budget could be at least
$238 thousand".
— Director Mary -Jo Schottroff- Snopko
The municipality has partially funded visitor
services for the past three years. In her presenta-
tion Mills showed that other municipalities pay a
lot more for visitor services, using Goderich and
()wen Sound as examples. She said Goderich has
a population of 7,521 with a budget of $400 thou
sand annually ($196k for tourism administration
and another $121k for specific events) which pro
motes Goderich via T'ourisnt Goderich and has a
staff of 2 full-time staff and summer students,
()wen Sound has a population ut' 21,950, a
budget of $523 thousand annually ($176k fur tour-
ism, $180k for specific events) promoting Owen
Sound with 2 full-time staff and summer
students.
"Based on figures quoted and adjusting for pop
ulation size, Lampton Shores potential 'I'ourisnt
budget could be at least $238 thousand," she
explained.
"Our point of view is that it is not important who
provides tourism- it is just that it's done." She
explained Grand Bend has had a (;hamper since
1957 and they have a good track record of success
providing tourist services and a good group of
volunteers.
"'There has been discussion with you bringing
this service in-house and we totally understand if
that strategy is adopted. "If we (the Chamber) are
going to continue this- we need a financial agree-
ment. She said it would take just under 1096 of the
parking revenue to make up the $57,000 shortfall
between what is needed and what is provided.
"She told council it currently takes $89,9113 for
tourism and visitor services. With the $32,804 for
advertising and summer financial assistant'
through grants, there is a gap of $57,159 and that is
where the municipality comes into play.
"$57,159 is less than 1096 of the annual parking
revenue from paid parking in Grand Bend. 10096
of Tourism & Visitor Services could be paid for by
Tourists," she said

Deputy mayor asking that
Pinery release capacity
Lynda Hillman -Ripley
Lakeshore Advance
Although the nto(1011 was withdrawn,
clawing back capacity from the finery
Park is still something Lambton Shore's
deputy mayor Elizabeth Davis 1)agg
%vaults to address.
1n it notice of motion for the Nuveen
ber 7th meeting, Davis Dagg wants the
Pinery Park to release some ut' their
sewage capacity to the new plant in
Grand Bend to be used for further
development.
She asked council to direct the CA( )
to make contact with finery managers,
NMI( and Ontario Parks Board of I )irec
tors and inquire about the 2013 flows
and their openness to discussing a
release of the Park's unused capacity
allocation. She asked that they direct
staff to provide an update to their pmvi
MI5 Goos1'tmttrsh Line Report providing
information on the Pinery's contribu
tion of looney to date on the total cost
of the Goosemtarsh Line, the status of
the debt associated with the Goose
mlaush bine (including whither the debt
is still floating or now fixed) and a
report 011 discussions with NMI( staff to
date regarding capacity requirements,
"I low much is that going to cost us?"
asked councilor Doug Cook, "And why
do you need more capacity when the
new plant is supposed to be good for
the next 21) years? I want to know the
implications to the tux payers," he
stated.
1)avis 1)agg said the finery has been
told they are not allowed to build and
don't need the capacity. "But that's
hearsay," she said. She said she real
izes the plant was designed to last 20
years, "halt it is always good to have
l`xtl'it."
"T'lll`11 let the I)1'ovilll't' pay lot it,"
said councilor 1)itve Maguire, "\Vhv
would we let the taxpayers pay for it
when it is just going to sit there. Let
the province do that.'
"'This provides a buffer for tis," said
1)avis I)agg, "We can pay now or pay
later.'
Mayor Bill Weber explained that if
they take capacity from the Pinery, the
taxpayers would be paying for it. Coon
cilor John Russell asked if she wanted
to roll her motion to Itis motion for the
Nov, 21st meeting where he is asking
for council to direct the (;AO to pre
pare a report that outlines a comnuni
cation approach for council to debate
and adopt as being the best wiry to
publicly address the history ()Idle Sew
age saga from 2005 to present, with an
intent to clarify what decisions were
made tip to the current time. "While
this report is being produced, no mew
questions on historical Sewage issues
will be entertained, except to tile, to
allow for staff to work on the budget
and its implication"
The deputy mayor withdrew het
motion but wants to continue the
discussion.
