Hoperoft is the Director of intergovernmental and Community Liaison for the City of London, Ontario, with responsibility for managing a broad range of relationships between the City and the federal, provincial and local governments. He has been a keen participant in and observer of municipal Issues for over 25 years. Hoperoft is also a former Vice -President of the Federation of Canadian Municipalities, and former Chair of FCM's Ontario Caucus, the National Nansportation and Communications Committee, and the FCM/CAMA Task Force on the Future of Local Government. Mile- stones being celebrated include the completion of the Lake Huron Generator, ongo- ing work on the Lake Huron Residue Management Facility and twinning sections of the Lake Huron pipeline. HELP (Huron Elgin Lon- don Project) Clean Water is a regional project that will serve the needs of more than 500,000 people living and working in this economic region of Southwestern Ontario. The project will be implemented in phases over the next 20 years, at an esti- mated total cost of approxi- mately $350 million. In the region of Southwest- ern Ontario, between the shores of Lake Huron and Lake Erie, the clean water needs of half a million people living and working in Targe and small communities, both rural and urban, are served by two Boards of Manage- ment for the Elgin Area Pri- mary Water Supply System and the Lake Huron Primary Water Supply System. Together, the two Boards serve the clean water needs of 14 municipalities; the City of London, City of St. Tho- mas, 'E'own of Aylmer, Munic- ipality of Bayham, Munici- pality of Central Elgin, Township of Malahide, Township of Southwold, Municipality of Bluewater, Municipality of South I luron, Municipality of Lambton Shores, Township of Lucan Biddulph, Municipality of North Middlesex, Municipal- ity of Middlesex Centre and the Municipality of Strathroy- Caradoc. The City of London is the administrating municipality and a member of both water Boards. In early 2004 the City of London and the two Boards entered into a partnership to explore, develop and deliver a strategic, long-term infrastructure program that would ensure a sustainable high quality water supply for the region while protecting the natural environment and conserving energy. HELP Clean Water is a strategic, multi-year infrastructure program designed to benefit the entire region environ- mentally and economically over the next 30-50 years. Work continues on the Lake Huron Residue Manage- ment Facility and twinning sections of the Lake Huron Pineline. The Lake Huron backup generator is now installed and will enhance the reliability of the water sys- tem by providing increased emergency power to the water treatment and pump- ing facility in the event of an outage.'Ihe Lake Iluron Resi- due Management Facility at the Lake Huron Water Treat- ment Facility will help the system comply with current standards and reduce envi- ronmental impact. Twinning will double approximately 8.5 kilometers of pipeline, and reducing pressure on the line while decreasing the risk of a break.
