Accessibility Day on

With complaints from both Grand
Bend boaters and people who live near
by, council has resolved to get a staff
report by the end of 2013 with sugges-
tions to Irnprove both the facilities and
the user contracts for 2014 and beyond.
Over the past several years the Ward
1 and Ward 2 Councillors have received
complaints from adjacent property
owners regarding the use of the finger
docks and the associated public space
located on the northern river wall in
Grand Bend in mid June a motion was
moved by councilor Doug Bonesteel
that staff be directed to devise a proto-
col that is legally defensible and appro-
priately enforceable whereby persons
signing rental agreements with the
Municipality are clearly informed in
writing of the penalties of non-compli-
ance and of the process that the Munic-
ipality will use to ensure compliance
and/or the option to terminate the
agreement with proper notice. This
motion passed.
Council then received a clerk's report
outlining staff's plan for a new mooring
agreement, again moved by Bonesteel
that staff send a letter to those people
leasing docks from the Municipality,
reminding them of the rules and regu-
lations in the dockage agreement, and
that notice is provided that all personal
property and/or materials/structures
on the Municipal docks or adjacent
property are to be removed by the end
of the 2013 lease term, and noting that
all items left at the end of the term of
the lease will be removed and either
,disposed of or taken to Northville for
collection. And that too was carried.
The Clerks department mailed the
requested letter to slip renters the week
of August 5. ibis includes all municipal
slip renters located within the Grand
Bend harbour, including the "Love
Docks" and those located along the
northern river wall. As a result of this
mailing, says staff, a number of further
concerns have been raised by affected
parties seeking clarification on future
actions, and/or recommending a
number of improvements to the dock-
ing infrastructure. These concerns have
been expressed in the form of letters,
emails, phone calls and requests for
attendance at meetings.
Co -incidental to the release of the let-
ter, said staff, the Community Services
department also completed a general
inspection of the finger docks and river
boardwalk. A number of matters for
correction were identified, which
include repair of boardwalk lighting,
repair of stairway accesses located at
Eilber Street and adjacent to Moren
Lane, and removal of brush from th
walkway and stair areas. Community
Services began this work the week of
August 12, and are now completing
repairs that are possible within the lim-
its of the operating budget. During the
walk-through a number of larger ticket
capital items were identified as needing
consideration in the Municipal capital
plan based on priority.
Staff have met with some property
owners adjacent to the municipal docks
to review their concerns, and is plan-
ning to meet with representatives of the
boating community in the, corning
weeks. The intent of this stakeholder
engagement is to ensure a thorough
understanding of the matters and issues
being identified in order to bring for-
ward a more robust policy for use of the
area in the future.
Council will have the opportunity to
further review this matter during review
and adoption of the new mooring
agreement that is proposed for 2014,
and as larger scale project plans and
costing are developed and considered
for the capital plan. Staff will provide a
subsequent report on this matter prior
to year end.
FINANCIAL IMPACT
The work completed to correct iden-
tified safety concerns was accommo-
dated in the 2013 approved operating
budget for the Harbours business unit.
Estimates for more extensive repair or
replacement of the boating and board-
walk facilities located on the northern
river wall will be established for Coun-
cil's considered inclusion in the 10 year
capital plan.

its redesigned library and keychain
cards on Saturday, September,28.

to meet the leisure and informational
