ACCESSIBIUTY
On Saturday a letter was sent
to council members as well as
the Accessibility Committee, to
which Paul Desalaiz is a mem-
ber, Armstrong East resident
and the author of the letter. Ile
said he wants to present an
issue, that being the property
owner access rights.
"(Councilor) Lorie Scott as
chair has tabled the idea that
residents would only be able to
os their cottages if they can

their cottages. Many residents
travel 1.5 kilometres to their
homes," said Desalaiz in his
letter.
"Lorie Scott and the commit-
tee members have proposed a
referendum "vote" be con-
ducted for the residents asking if
residents are opposed or in
favour of access via a vehicle or
not, One blatantly obvious fault
with such a vote is that residents
who do not have a vehicle
because their residence is within
a few hundred feet of their dock-
ing area obviously do not need a
vehicle but the resident that
lives 1.5 kilometres away clearly
does need a vehicle. One can
see that such a referendum vote
is clearly a waste of tax payers
money.'
Desalaiz goes on to say,
"Imagine a country road 1.5 kil-
ometres long. Imagine that road
dotted with homes all along that
road. Now imagine blocking
that road at the entrance and
snaking residents "walk" only.
The homeowner at the start of
the road would clearly not be as
upset with the "roadblock" as
the owners at the very end of the
road. 1 trust you get my point.
Can you imagine if there was
ever an emergency at the house
at the end of the street? !low
would we transport a victim 1.5
kilometres?"
"In an Ontario where com-
munities are making headway
for increased accessibility meas-
ures, we are shocked that this
committee is reviewing the idea
of limiting accessibility. Why
would the committee even con-
sider such a horrible discrimi-
natory idea?"
Desalaiz invited the commit-
tee chair Lori Scott and Doug
Bonsteel to visit our area for a
question and answer period.
"Not only did the committee not
attend, but further neither of
these committee members even
replied to our request. Our
request was simply ignored.
Mayor Weber did reply but was
unable to attend. Deputy mayor
Elizabeth Davis Dagg did attend,
as did chief of staff visit from Bev
Shipley's office and other coun-
cil members.
"I feel that the Accessibility
Committee has a wealth of
knowledge that could be drawn
upon. Perhaps the committee
can propose suggested access
solutions to break down barri-
ers that challenge access, he
said adding should the pro-
posed "referendum" trove for-
ward my wife would be filing a
complaint with the Ontario
human Rights Tribunal. At 42
years old my wife suffers from
dystonia neurological move-
ment disorder, in which sus-
tained muscle contractions
cause twisting and repetitive
movements or abnormal pos-
tures) and requires a vehicle to
assist her.

'Therefore, the river could
not he reconnected in this area
very easily. In the early 1890's
the citizens of the Village of
Grand Bend derided that they
wanted a harbour. So, in 1892,
a "cut" was created to outlet
Parkhill Creek directly to the
Lake at Grand Bend. This "cut"
is now deeper (-2m deeper)
than the original riverbed and
us a result the stability of the
riverbank was decreased (i.e.
more bank exposed and over-
hung due to the increased
death of the channel). This is
why Grand Bend has erosion
problems along the "cut"
channel. The creation of this
"cut" also resulted in the crea-
tion of the "Old Ausable River
Channel" that we know today.
Since the channel was blocked
at the bend in the river, the
flow to the remaining channel
was terminated, fed only by
precipitation, groundwater
and very little runoff.
In the summer of 1948,
floods caused serious ero-
sion problems at the mouth
of the river in Port Franks.
The Ausable River Conser-
vation Authority was
requested to improve the
river channel In Port Franks
and in 1952; an extension to
the 1875 "cut" was under-
taken. The diversion chan-
nel was now 8 kin in length.
