At the August 1st Latnbton Shores council meeting this political body reviewed the minutes from the July 19th Armstrong East Committee sleet- ing, which included recommended options to resolve the longstanding issue of vehicle use on Armstrong East. They passed a motion to state "'That staff prepares a report on a referendum vote for the Armstrong East properly owners, to determine support for the use of A'1'V's and/or off road vehicles in the area, and including a draft of the question to be circulated." The staff report at the Sept. 5th meet- ing asked If this "referendum" option is selected, it will be important for the Council to clearly articulate to the resi- dents how the results will be used: will the results be used as only part of the information considered when render- ing a decision, or will the results be "binding" with Council enacting the wishes of the majority of the residents? "Would 5196 support be used to make a decision, or another percentage?" staff Akk, ed. r1HER ISSUES TO CONSIDER Staff said one important considera- tion is that Lambton Shores does not own all the "roads" or accesses on Armstrong East, and any decisions made by Council would be applicable to municipal lands only and would not resolve issues respecting driving, or not driving, on Conservation lands, or the Pinery Park property. "Although a full review of impacts has not been under- taken, Council should also consider the impact any decision made may have on Municipal risk management, the "enforceability" of any decision made, and any expectation related to additional costs that may be incurred if there is a change from the status quo."
