North Zone Area Manager
The Municipality of Lambton Shores is socking a North Zone Area
Manager, vrho will be responsible for the day-to-day supervision of
public works operations of the north zone in tiro Community services
department, including the Villages of Grand Bend and Pod Franks.
Under the general direction of the Director of Community Services,
the Area Manager supervises Operators in their daily activities
ensunng safe work practices are maintained, and carries out work
necessary for the maintenance of the municipal road network, Grand
Bend beach, and Grand Bend and Port Franks Marinas.
The successful candidate will have post secondary education in
engineering cx a related field, and the Certified Road Supervisor
(CRS) designation is considered an asset A preferred minimum of
five (5) years of management experience in municipal public works or
a similar construction/protect management based field is considered
en asset. Technical experience in the maintenance and operations of
public roadways is considered a strong asset.
Excellent interpersonal, oral and written communication skills, strong
analytical and business management skills including budget
development and control are considered assets Candidates should
be able to manage several concurrent protects in a timely manner
Working knowledge of word processing, spreadsheet, GIS, AutoCad,
and financial software programs Is necessary.

While the Ministry says there is no
reason to lower the speed limit just
south of the Bend, councilor Doug Bon-
esteel wants them to know they don't
agree.
In a report from Lambton Shore's
Brent Kittmer, Director of Community
Services, he presented a summary of
the speed limit review completed for
Ontario Street South, (rand Bend from
the limit of the connecting link at
Pinedale Road to the existing limit of the
50 km/h speed zone at 211 Ontario
Street South.
„One of the many ways to create a
safer road environment is to provide
credible posted speed limits that match
the expectation of drivers for a given
roadway and its surrounding area. Rec-
ognizing that speed limits have c01151d--
erable influence on roadway safety and
efficiency, the Transportation Associa-
tion of Canada (TAC) has developed
guidelines to provide a systematic, con-
sistent, and repeatable process for estab-
lishing posted speed limits," Kittmer
explained.
When posted speed limits on existing
roads are reviewed, due to operational
or public concerns, engineering studies
are typically conducted, and these
include reviewing the road characteris-
tics, safety records, and measuring oper-
ating speeds. "There is no single
accepted methodology for conducting
speed review studies, however the meth-
odology developed by the Transporta-
tion Association of Canada is what is
typically used by local municipalities."
'Ihe local road authority has the legal
ability to establish speed limits for their
roadways if those stipulated by Section
128 of the I lighway Traffic Act are not
considered to be adequate (S. 128,2,
1 lighway Traffic Act). For Ontario Street
South council has received numerous
concerns regarding pedestrian safety,
and as a result passed a motion asking
for a staff report on "the implications of
reducing the current bOkmh speed limit
on highway #21 as vehicle's approach
Grand Bend, from the south, to 50 tenth
as a safety treasure for the residential
neighbourhoods that are impacted by
the current status.
Section 195 (3) of the I lighway Traffic
Act requires that the MT() approve the
by-laws related to connecting links once
they are passed.
Kittmer said that staff have completed
the necessary field work for the speed
limit assessments for this section of road
and the results were forwarded to the
MTO for approval and comment. The
assessment considered two sub -sec
tions of the affected road corridor.

road section with a current posted speed
limit of 60 km/h. The prevailing speed of
this section was found to be 68 km/h as
measured by Community Services staff
on three days leading up to the July 1
long weekend. The M't'O requested that
the TAC assessment reflect that this sec-
tion of roadway is considered an arterial
road.
The second sub -section was from
Lakeview Avenue to the southern limit
of the
connecting link at Pinedale Road.
'this is 5(X) m road section with a current
posted speed limit of GO kin/h. The pre-
vailing speed of this section was found
to be 713 km/h as measured by Commu-
nity Services staff on three days leading
up to the July 1 long weekend. The M'I'O
requested that the TAC assessment
reflect that this section of roadway is
considered an arterial road.
Kittmer said the result of the data
sheets is that a speed reduction to 50
kin/h is not warranted for this corridor,
and as such the M'I'O has provided the
following decision:
"It is our experience that lower spek
limits where not supported, are ignored
by motorists, resulting in safety and
operational concerns, it wound be
our recommendation to leave the exist-
ing limits unchanged:"
Community Services staff further
clarified the safety concerns raised for
this corridor and requested that the
M'l'O reconsider their position. The
M'1'O has reaffirmed their decision:
"...we would recommend against a
reduction in the posted speed where it
is not supported."
Kittmer said as a result of this deci-
sion, and the requirements of S. 195. (3)
of the 1 lighway Traffic Act, a speed limit
reduction for this corridor is not permit-
ted by the M'1'O. 'Fa this, Bonesteel said
he wants this council to send a letter to
the Ministry stating they do not agree
and if anything does happen on this
stretch of roadway, "At (east they have
