It was a full house Friday
evening at St. Johns by the Lake
church, as residents and home
owners who live north of Grand
Bend, within South Huron, gath-
ered to learn more about their
Official Plan, specifically the Port
Blake Planning area.
Arthur Churchyard, the County
planner working on the Official
Pan review outlined this first
draft. 'Ibis is the second of three
such meetings in the municipal-
ity. The review of the Official Plan
is a requirement under the Plan-
ning Act. All planners have to
consider the Provincial Policy
Statement in developing or
reviewing an Official Plan.
South Huron CAO Roy Hardy
said, "'the area we are calling the
Port Blake Planning Area was
created as a settlement area in
1995 in the Iluron County Offi-
cial Plan. Because the Munici-
pality has a goal of protecting the
lakeshore, it has put forward the
process of creating a secondary
plan in that area in order to do
the necessary research and
detailed planning to ensure its
long-term protection. This

The Municipality of Lambton Shores is

for Coastal Conservation's public awareness campaign
to try to reduce cigarette butt litter on the beach.
Signs, posters and ad campaigns are planned to
improve awareness of the hamiful toxins these butts
contain, and the environmental damage they cause.

puts in place high level changes which
were contained in the 1 luron (County
Official Plan that was adopted earlier
this year."
Specifically, the purposes of this Plan
is to develop a land use planning pro-
gram that maximizes compatibility and
synergies between different land uses
and strives to minimize potential con-
flicts between different land uses;
Ensure that future development and
decisions in the Municipality are in
keeping with the vision, goals and poli-
cies of this Plan; Create a planning envi-
ronment that addresses the nl't'(ds and
aspirations of the community; Build a
vision for the future of the Municipality
that is agreed upon generally by the
community and that the community
has an active role in its implementation;
Create a forum for ongoing community-
based dialogue' in the design, imple-
nlentatiun and review of this Official
Plan and to provide' for capital works
programs and implementation of Pro-
vincial legislation.
Members of Oakwood {'ark told the
Lakeshore Advance that questions and
resulting answers led to conclusions
that the "'Town was proposing unneces-
sary changes to the area, which could
end up being costly and lead to intensi-
fication that could harm the shoreline,
and without consulting the people who
own the land."
10 speaking with some of the resi-
dents after the meeting, they stated the
Official Plan is too costly and dangerous
to shoreline and property owners were
given no reason for change. "'The plan-
ner confirmed that there is 00 new pro-
posed development in the area, which
begged the question why the changes,"
asked the homeowner.
Residents were concerned that Inost
of the area is remaining the same desig-
nation, agricultural or recreational, but
the proposed changes to the private
shoreline communities were a point of
contention for people in the room.
"'there are only three available lots for
building a house at this point in the
whole area, so why change the designa-
tion," asked a homeowner.
One gentleman from Kingsiner'e said
"'Phis is what happened in the 1980's
and the issue almost Went to the OMB,
but negotiated an agreement that the
areas could remain as is, as long as they
didn't ask for municipal services."
'There were questions about whether
the proposed changes consider provin-
cial policies i.e. the inadvisability of
adding new settlement areas when they
already have some with capacity to grow
- and the economic viability of trying to
support this area as 0 settlement area.
'There was a lot of concern expressed
about twinning the present sewage
trunk line, why they were doing it, and
how much that would cost and who was
going to pay for it. "Why not continue to
share pipe and costs with Lambton
Shores along with all other sewage infra-
structure''?" They asked. The concern
was expressed that the town was trying;
to force sewers into these areas to help
justify theTown's share of the new Sew-
age'1'reatnu'nt Plant. Concern 11181 sew-
ers would destroy the neighbhuurhoud
tearing down hundreds of trees and
forcing; municipal style roads where
there are now laneways. "Right now the
shoreline communities are low density
with natural fe'ilttll't'S protecting the

Shores has expressed concerns about
the potential of surcharging the existing
Ontario Street sewer if used to take more
sewage -- as part of our ongoing discus-
sions, their position has not changed.
Lambton Shores was given sole author-
ity over that sewer as part of the 2000
Transfer Order; our use of the Ontario
Street Sewer is not guaranteed over the
long terns, and temporary at best."
There were lots of questions about
timelines and process.
One attendee said many people felt
their questions went unanswered, "hut
it Was clear that there Was 110 new resi-
dential development proposed o,
planned for the area in question, and
most land on the east side of the high-
way is remaining agricultural so no rea-
son for any change. "
Residents are expected to express
their detailed concerns to the Munici-
pality in writing. South 1 luron council
will review a report from staff on the
consultation at its August 12th sleeting.
Board meets to update
sewage treatment facility
The 'Uri -municipal Board met last Fri-

Lambton Shores Director of
Community Services, Brent Kittmer said
"We have had no further communica-
tion from Federal stall" regarding Build
Canada funding.""lir meeting also pro-

the Ministry of the Environment, "Thr

expects to make a decision at some point
in the near future," said Kittmesr.
