Bressette said there is a lot of tourism
dollar's not coaling this way and they
wont to work in collaboration with the
partners. "We have to do something to
hying tourism hack," he told Lambton
Shores council.
In 1998 Judge Gordan Killeen ruled
the property owner's at West Ipper-
wash owned their 32- hectare beach-
front property but they would have to
work with the Kettle -Stony Point band
to come up with usage solutions.

and possible permanent washroom
facilities in the future. 'they are asking
for porta-johns for this season. They
would like to see two gate employees
provided for each of the two shifts and

indicated the staffed gatehouses would
make it easier to manage the long lines
waiting to enter the peach. Boat launch
was another issue discussed and the
power point stated that traditionally
tractor's are used to pull boats to the
beach. "Beach goers are launching
boats all along the shoreline, this can
be very dangerous to the swimmers." it
is being suggested that a specific area
to allow boaters to launch their boat
will prevent injuries as well as pollu-
tion. They are also suggesting buoys
around the area of swimmers "so the
boats and jet skis can only conte in so
far." "I low do we get to yes?" asked
Russell saying maybe something- like
phase one of their plans could be done
immediately with an agreement with
the Ipperwash residents.
An issue at tht' top of Lambton
Shore's list of concerns is liability.
Mayor Bill Weber said this council has
not discussed the issues or concerns
and wants to make sure there is some-
thing workable. Deputy mayor Eliza-
beth Davis-Dagg asked if the people at
West Ipperwash beach were 100% on
board. Bressette said "yes" and I)avis-
Dagg said they, Lambton Shores, want
assurance of this and in that respect
wants the West Ipperwash people
trade aware of any plans going for-
ward. It was suggested 0 committee be
set up and maybe the changes could
be done in phases with signage and
garbage receptacles being the first
steps. Councilor boric Scott said she
gets Many complaints about speed
limits and vehicular traffic. Bressette
said it is not fair that people in wheel-
chairs and parents with buggies are
unable to access the beach and he
wants to see a more assessable route.
Bressette talked about the Issues of the
1928-29 surrender's of beach property
and Lambton Shores councilor Martin
Underwood said this may he an oppor-
tunity to break cycles "instead of going
down the same path."
"This is 2013," he said and then
asked about the gatehouse and how
Lambton Shores fit into those plans.
Russell said the province is biggest
partner and asked where they fit in.
"Ilave they come to the table with
money?" he asked. Bressette said no,
they (MNiH) have not responded and
neither have Aboriginal Affairs. "We
have said show us the money, and they
have not responded;' he said.
Kettle -Stony Point 's primary con-
cern is the negative environmental
impacts of the cars on the beach. 'There
is no intention of charging area resi-
dents, only out-of-town visitors. 'this is
where the partners do not agree. Some
say it will have a negative effect with
economic dollars leaving and there
will be confusion as some shell out an
entrance fee while others won't have
to. Lambton Shores councilor Do,

and Bressette said the debt would he
shared but there would be no revenue

In September 1999 this beach asso-
ciation received a letter from Indian
Affairs Minister Robert Nau11 stating
that he could not see any reason why
they should not approach the munici
pality to close the west beach to vehic'
alar traffic as the 'Town had done for
the centre and east beaches every year
between May and 'Thanksgiving. Due
to all the traffic problems and lack of
washrooms, garbage pick up, no horn's
of use of the beach and no speed lim-
its, the residents just could not tolerate
the disruptive environment. They
asked many times to have the beach
open only to pedestrian traffic, but
because of the land claim the town
would not do this. WIHOA spoke to the
town council and asked then'
approve their request. It was accep,
and referred to the 1pperwash Beaches
Committee and the Public Works
Committee. Everything was in place to
be done in Sept. 2000. At the last
minute the Works Committee asked
for a legal opinion from the 'T'own's
lawyer of the day David Nash. Nash at
first suggested the ends of the roads
going onto the beach could be declared
as parkland since the Thwn owns this
and signs put up that vehicles are not
permitted. ile then wrote another let
ter stating that 'No' the 'Town was not
to close the beach to vehicular traffic.
Ipperwash beach is trade tip of three
plain access points - off West Ipper-
wash Road, Ipperwash Road and Army
Camp Road, Ipperwash.
Lambton Shores agreed there was
not enough information to make any
decisions and they will bring this hack
to council August 1st.
