on Blyth parkades

Parkades in the Myth down-
town received Huron County
Council's blessing despite
sotne concerns about safety
and liability.
The Blyth B1A initiative
proved an "overwhelming suc-
cess" last summer, BIA chair
Rick Elliott had told council
last mouth when pitching the
idea.
Council warmed to the idea
ut asked for a staff report
tefore deciding and they
received that information at
their July 3 meeting at the
1 luron County Courthouse.
Within parking spaces on
the main street, the parkades
would house tables, chairs and
flowers and see a lot of walking
traffic.
Council needed to consider
issues of liability and safety,
said Dave Laurie, director of
public works.
Laurie recommended coun-
cil deny the BIA's request.
"We are in favour of eco-
nomic development but this is
strictly about road safety" Lau-
rie said. Coun. Bernie MacLel-
lan (Huron East) said the
parkades would be on a major
thoroughfare in Blyth. "I like
the idea of doing something
innovative but I agree with
staff. There is no way to detour
heavy trucks around the
downtown:'
Option two was to accept
the IIIA request, with a number
of recommendations attached
that would minimize the coun-
ty's liability, including consult-
ing legal counsel. "If we table
this they won't lx+ on the streets
of Blyth this summer," Warden
George Robertson said.
Coun. Jing Ginn saki the ini-
tiative shouldn't be stifled. "We
have to find a way to move
ahead.'
CA() Brenda Orchard said it
is the responsibility of staff to
advise council of liability and
risk. All risk can't be removed,
she said.
"It is up to you to deride how
risk tolerant you are:"
Conn. Tyler I lessel (Bluewa-
ter) made a motion to approve
the request, which carried.
Klopp wants to talk roads with
province
Coun, Paul Klopp brought
up lluron County Road 83,
which his Bluewater constitu-
ents tell hint has become
increasingly busy over the
years. Klopp said there are
more heavy trucks on the road
conning from Exeter and Rus-
seldale. "1f it goes back to pro-
vincial funding, it would bene-
fit everyone. 'There is more
traffic, including heavy truck,
so it's costing us a lot more to
keep that road up:'
"It's a good argument to call
it it significant road in Ontario."
Given that argument, Knopp
believes funding could be
made availably.

tive effort, involving local
volunteers, municipal staff
and the county's Ilbrary serv-
ices. "We have been working
with the Friends of the
Library since the project
began," said Megan Wark,
County Librarian. "'This is an
opportunity to celebrate a
significant achievement in
the municipality of
Bluewater.'
The new building also
t'OI11y5 with plans for it read-
ing garden, which will he
introduced at the grand
opening. While the library
first opened its new doors in
January, this weekend marks
the official grand opening.
Since the renovations have
been completed, member-
ship has skyrocketed at the
library. 'there are about 1,1 511
active registered cardholders
at the Bayfield Public Library,
alp from 860 six months ago.
Materials for circulation
are also tap, and the new and
improved library also makes
Internet access a priority,
with wireless connections,
more public access comput-
ers and E -readers to loan.
The new library also has
more than triple the square
footage of the old - 3.700 to
1,035.
All services, Wark said, are
running at full capacity all
across the board.
