Grand Bend Wind Limited Partnership (the "Applicant") has filed an application with the Board, dated April 19, 2013, under sections 92 of the Ontario Energy Hoard Act, 1998. The Applicant is a limited
partnership constituted under the laws of the Piovince of Ontario. The Applicant general partner is Grand Bend Wind GP Inc. (the "Applicant General Partner") which is currently owned by Northland Power
Inc. The Applicant is constricting a I00 MW wind -powered electricity generation facility in the vicinity north of the Town of Grand Bend (the Generation Project") which is subject to an Ontario Power
Authority Feed -in Tariff contract. In order to connect the Generation Project to the Ontario transmission system, the Applicant is planning to constnict the following facilities which are the subject of this
Application:
• a substation which will step up the voltage of the Generation Project collector system from 34.5 kV to 230 kV;
• a 230 kV single -circuit underground transmission line, approximately 30 km in length, to connect the Generation Project to the existing Hydro One transmission system circuit 13231) located
approximately 3 km South East of Hydro One's Seaforth TS;
• a switching station at the point of connection with the Hydro One transmission system near Seaforth TS.
A map showing the location of the proposed facilities is included with this Notice. The transmission line is entirely contained within municipal road rights-of-way to minimize its impact on private property.
with the exception that some private property will be crossed at each end of the transmission line. The Applicant has acquired easements through the affected parcels of private land. The Transmission
Facilities will be owned by the Applicant and be paid for by the Applicant or its affiliates/partners. The Hoard has assigned file number EB -20I3 -0I85 to this application.

For a leave to construct application that is tiled under section 92 of the Act, section 96 ofthe Act states that the Board shall consider the public interest and shall only consider the following two issues when
deciding if the proposed project is in the public interest: (.the interests of consumers with respect to prices and the reliability and quality of electricity service; and 2.where applicale and in a manner consistent
with the policies of the Government of Ontario, the promotion of the use of renewable energy sources. Environmental issues with respect to this project are considered through a separate process which is not
a part of this Board proceeding.

The Board intends to proceed with this matter by way of a written hearing unless a party satisfies
written hearing in this matter, you must provide written reasons why an oral hearing is necessary
within 10 days of the publication or date of service on you of this notice.

application, you are invited to send a letter of comment to the Board no later than 30 days after
the publication or date of service on you of this notice. A complete copy of your letter of com-
ment, including your name, contact information, and the content of the letter, will be provided to
the Applicant and the Board Members hearing the application.

If you do not wish to actively participate in the proceeding but you do wish to receive
documents issued by the Board, you may request observer status. Your written request must be
received by the Board no later than 10 days from the publication or date of service on you of
this notice. Personal Information in Letters of Comment and Observer Requests All letters of
comment and letters requesting observer status will he placed on the public record, which means
that the letters can be seen at the Hoard's offices and will he available on the Hoard's website.
Befiire placing the letters on the public record, the Board will remove any personal (i.e. not

e-mail address of the individual). However, the name of the individual and the content of the
letter will become part of the public record. Please address your letter to the Board Secretary at
