Long process for STF, at a standstill

'Ihe partner municipalities were successful in
acquiring $15.9 million in grants for this project
($14,9 million from the Build Canada Program,
and $1,0 million from the Green Municipal
Fund) as well as a $10.0 low interest loan. The
last date for the partners to make claims under
the funding program is March 31, 2016 and this
represents the date by which the project will
need to be completed to qualify for funding.
'Ihe lagoons were built on Mallard Line in the
late 1970s. The Grand Bend STF (sewage treat-
ment facility) is jointly owned between the
Municipalities of Lambton Shores and South
Iluron. As a result of limited capacity in the
existing lagoon system a long-term sanitary
servicing scheme was sought for Grand Bend
and the surrounding area. The Municipalities of
Bluewater, South Huron and Lambton Shores
partnered to complete a sanitary servicing pias-
ter plan in 2006. 'ihe master plan was completed
by Dillon Consulting and recommended that a
mechanical treatment plant using oxidation -
ditch (specifically the Orbals technology) was the
preferred option. After the master plan was
agreed upon an environmental study report was
completed and filed with the Ministry of the
Environment (MOE) in March 2009. The three
municipal partners authorized the project to
proceed to final design.
Completion of the final design portion of the
project was delayed midway through the process
when the three partner municipalities entered
into a lengthy mediation process in January 2010
overseen by the Ontario Municipal Board
(OMB). la this point in the project the partners
had governed the project though an ad-hoc "Tri -
Municipal Committee" A concern was raised
that the committee (1i(1 not operate through the
guidance of an operating agreement, and the
OMB was involved to assist the partners to come
to a resolution of their dispute.
in December 2011 Bluewater council opted
out, for now, of the multi-million dollar (rand
Bend sewage treatment plant expansion and
relieves the municipality from paying any capital
or annual ownership costs.
in a six- minute meeting at the end of January
2012, Lambton Shores council voted in a 6-3 to
scrap the sewage treatment plant as is.

Councilor brie Scott made a (notion
that, "At this time 1 would like to move
that Lambton Shores council recon-
sider the December 2011 resolution to
proceed with the building of the a full
build double train Orhal sewage treat-
ment plant and direct our Tri Munici-
pal Board reps to propose a new reso-
lution to Bluewater and South Iluron
that the technical committee for the
Tri -Municipal Board be charged with
seeking out more cost effective solu-
tions to those proposed in the medi-
ated agreement or any amendment to
that agreement thereof with regards to
treating.
In December 2012, with the change
in scope in mind it was reported by
Lambton Shores staff that the public
consultation period had ended on
November 26, 2012, with two letters
sent to the Ministry of the Environ-
ment in support Of the proposed
design and implementation changes
recommended for the project, and 13
Part 11 order requests for an individual
environmental assessment to be con-
ducted." Staff said the Part II order
requestors made comments regarding
the proposed change in the project: •
Lack of communication with property
owners in Zone 3/Zone 4 respecting
their preferred alternative and their
desire to be serviced by sanitary sew-
ers. • Lack of available cost projections
for the cost to construct the future
phases of the sewage treatment facil-
ity, for the cost to property owners,
and lack of a cost benefit analysis to
compare the alternatives.. Lack of suf-
ficient treatment capacity for long
term future growth, and lack of suffi-
cient treatment capacity to service
properties that currently have septic
systems. 'Ihe Ministry of the Environ-
ment administers the Part 11 order
process,
With no word from upper tier gov-
ernments, last week Lambton Shores
acting CAO Janet Ferguson said,
"'There has been little change since
their last report. Lambton Shores and
South Iluron staff has had discussions
regarding the agreement for the plant
as directed by the Board. As previ-
ously reported to council by Kittmc
the split being used is 64.7% Lambtong)
Shores and 34.3% South Huron. The
agreement will be going back to the
Sewage Board and respective councils
in the near future.
On the agenda for the June 6th reg-
ular council meeting a motion has
been proposed by councilor Doug
Bonesteel that "Staff be directed to
obtain legal direction regarding possi-
ble breach of contract re: the agree-
ment with Building Canada for the
proposed GB sewage treatment plant,
if the municipality has not received an
answer by June 6, 2013 to the scope
change application submitted Octo-
ber 4, 2012 and our subsequent
request to meet with the respective
ministers as submitted some six weeks
ago."

practice tests for theory exams, digitally
record students' lessons and etnail them to
their parents. Networking with other teach-
ers, composers and finding resources is
easy to (10 on a daily basis by just turning
her computer on. Email and texting make
it easy to communicate with parents, stu-
dents and potential new families. Websites
and social media slake it easy to share
information with her music families.
In the more difficult department fami-
lies are so very busy. "Children/parents
sometimes find it difficult to keep up regu-
lar practice and that is one thing that has
not changed. It takes regular practice to
leans an instrument. 'the execution of tech-
nique and repertoire requires physical
study not just mental study."
On the plus side though many students
have won or placed in music festivals over
the V('ilrs, (Nally have achieved first ('lass
honours (110) or higher on conservatory
exams. "I currently have 4 former students
studying music at the post -secondary
school level. Some students have played in
bands, performed for various events, won
awards for their own original composi-
tions....but success to me is that as adults,
my former students continue to love and
hopefully play music."
My parents opened the door for n
when they sent me for that very first piano
lesson. It has been a wonderful 20 years of
music: teaching and I look forward to the
next 20"
