With just two hurdles to cross,
the first phase of South Bend
estates could see shovel in the
ground by the encs of this year.
Allan Drewlo, vice president of
Drewlo 1 loldings is very excited to
begin this project and said Lamb -
ton Shores mayor Bill Weber and
Senior Planner Patti Richardson
have been most positive to get this
project going. He owns a Grand
Bend cottage and is thrilled to be
developing here.
Drewlo says a new Ministry of
Natural Resources study must be
'done for Species at Risk and they
"have to start from scratch for
entrance access with the Ministry
of Transportation- but once those
issues are satisfied, they can begin.
Drewlo says they are following
the existing development agree-
ment with the municipality. The
first phase consists of 200 plus
homes and Drewlo says it is too
soon to comment on the golf
course aspect of the project.
Drewlo Holdings has a lot of
experience in Subdivision devel-
opment and construction its
London and other communities
but also they are a High-rise
apartment builder, owner and
manager with over 7500 units in
the portfolio. Allan says, "Drewlo
has a long positive history of
developing and building in
Southwestern Ontario including
London, Kitchener, Sarnia,
Woodstock and Burlington and
expect that Grand Bend will also
he a positive for everyone.'
Lambton Shores Senior Plan-
ner Patti Richardson said the
municipality executed the subdi-
vision agreement with Southbend
in 2011. The Subdivision Agree-
ment was authorized by council
by By-law in 2008. There have
been no Development charges
collected too date as develop-
ment charges are not payable
until a building permit is issued
Section 34 of the executed sub-
division agreement states that :
34. DEVELOPMENT
CIIARGES
(a) For the first phase of the
development, which consists of
Blocks 1, 2 and 3 on Plan 25M -
(ACI Plan 1), Block 2, Plan 25M -
(ACI Plan 2), Lots Ito 166 on Plan
25M - (ACI Plan 3) and Lots 1 to
61 on Plan 25M- (AGI Plan 4), the
Subdivider or any subsequent
owner shall pay to the Municipality
a development charge in compli-
ance with the Municipality's Devel-
opment Charges By-law, or any
subsequent by-law, before a build-
ing permit is issued for such dwell-
ing unit or building. No building
permit shall be issued for a dwell-
ing unit or building until after such
fee is paid. The said monies shall
be a charge on the lands which
comprise the site for the dwelling
unit or building.
(b) Upon commencement of
any subsequent phase of the devel-
opment beyond the first phase, the
Sulxiivider shall pay to the Munici-
pality as a lump sum the sanitary
sewer portion of the development
charge for all the dwellings in any
subsequent phase. The balance of
the development charge can be
paid before a building permit is
issued for such dwelling unit or
building.
As no developer has applied for
a building permit for these lands,
no development charges have
been collected. Lambton Shores
has had development charges
since January, 2006.

Consultant begins process to hire new CAO

LAMBTON SHORES - Lamb -
ton Shores council met with
Nigel Bellchamber of N G Bell -
chamber & Assoc at their March
4th meeting. Bellchamber has
been selected to help them in the
hiring process for a new CAO.
At the February 19th, council
meeting, a decision was made to
*ngage the services of N.G.
c.tellchamber and Associates to
complete the C.A.O. search for
Lambton Shores with a $23,000
price tag. Staff provided Bell -
chamber with the current
pertinent documents for the
position for consideration. Ile
began his council and staff inter-
view process last Friday, hoping
for 20 minutes with each person.
He anticipates the earliest start
date for the new CAO would he
June lst.
Bellchamber is an experi-
enced municipal administrator
with more than 30 years experi-
ence. He is no stranger to the
area and was raised in iluron
County. Bellchamber worked
for Municipal Affairs from 1981-
1989, the same year he was
called to investigate a petition
from Grand Bend residents sent
to the Ministry to attempt to
force the hand of the reeve of
the day to resign. That investiga-
tion resulted in no action taken.
Lambton Shores has been
embroiled in controversy since
the Nov. 13, 2012 suspension of
John Byrne.
Because of the public outcry,
when it came time to replace
Byrne, councilors tread carefully,
first hoping to hire an interim
CAO so a full search could be
completed and then deciding
instead to hire a consultant to find
a permanent replacement as soon
as possible.
Lambton Shores staff con-
tacted four local experts in the
field and three bid on the job
with the cost for service ranging
from $7,000 to $23,000.
Council chose the most
expensive consultant, Nigel
Bellchamber, to guide the
municipality through the
process.
Bellchamber is well known in
municipal circles. He worked in
municipal government for years,
including a four year stint as the
CAO of Huron County. Huron
recently hired Bellchamber to
straighten out their personal
problems at the top job. He was
also hired to help Bluewater and
Central Huron in the CAO hiring
process.
He's also the past general
manager of the Ontario Munici-
pal Administrators Association.
Councilor Doug Bonesteel
admitted it was unusual to
accept the highest bid in a proc-
ess like this, but Bellchamber is
well respected and the plan he
laid out in his proposal - which
was not made public - hest met
the municipality's needs.
"'There has to he rigor to this
process," says Bonesteel. "We
live in a fishbowl. We have to be
open and transparent. Whoever
gets this position here has to
believe they have earned it...We
have to get it right"
At the March 4th sleeting
Bonesteel asked if there would
be internally and externally
applications permitted and Bell -
chamber said if senior staff
wanted to apply they could be
included in the short list. It was
asked of Bellchamber if the
second interview, the "stree
interview" be in public and
Bellchamber said no, the inter-
views were confidential "espe-
cially if they are currently
employed."
Only one council member
objected to the decision, Deputy
Mayor Elizabeth Davis Dagg.
She suggested a consultant
shouldn't be hired until council
had done an internal search to
see if there was an appropriate
candidate for the CAD's job.
