South Huron not in for full buil

The proposed facility will go at the location of
the current Mollard Line lagoons, (a Grand Bend
Stephen partnership) which were built in 1979.
Discussion: At lasat week's meeting Dowson
said it had been a pretty hard decision to come up
with the agreement, "Four straight days, four law-
yers, three CAOs, three mayors. Now is that a
good agreement or a bad agreement. If it is a good
agreement we (Bluewater) is in for the full build- if
it is a bad agreement we are back to square one'
He asked if the group was in for a full build or a
partial build and Lambton Shores mayor said,
"I don't believe the agreement talks about the par-
tial build'
Dowson said he did not care what South Huron
is doing. He said "part build wiggled its way into
the mix." South Huron's Tbm lbmes said it didn't
wiggle itself in - they were asked if they preferred a
single train or a full build. Bluewater deputy
mayor Klopp said all three councils agreed to look
at the numbers for the partial build and to this
point he has not heard if they would still get the
$14.9 million if they changed the plans. He said he
was sticking to his vote of no for the full build.
(Bluewater voted at a special meeting last week in
an 8-2 vote with Klopp and Hay West councilor
John Gillespie voting no).
The "partial build" option was introduced for
two reasons; one was to address concerns that
anticipated growth might not occur till much later
down the road, and it might make sense to build a
single treatment train to handle immediate needs
and add the second train as growth came. The
second reason "partial build" option was in
response to concerns that costs for the project
might be dramatically higher than the estimated
$26 million", having a second option at a lower
cost might still allow part of the project to proceed.

calculations.

Rowson said it took a long time to get to where
they are today and at this point it would be a huge
mistake to not have a decision for the pxublic. "Why
would Lambton Shores and South 1 turn even get
together to build a treatment plant if it was not the
right thing for the area? he asked, i le said they
spent a lot of time coming to this agreement and
the lawyers and government person made serve
they all understood what they were signir . "it is
the benefit of the future that we go thnulgh with
this treatment plant. l wait to make sure every-
one knows how powerful that agreement is- it is
not to be taken lightly. " Ile saki this is "the right
thing to do for our area to gmw and 1 think we
need to get on with le
"There are oodles of people saying we ate neody
for the treatment plant- we are not ready for the
lines- so lets move forward, "Lowson saki.
Weber concurred with Rowson stating

for the future and the collection system can be
worked out when there is funding, "down the

the grant is then for the hill build. Ile then made a
motion for the three councils to make a decision
as to whether they want to go ahead with full
build, !antigen Shores councilor Doug Bonesteel
asked if they were voting by block or individually
voting. Robertson said everyone was representing
their council. "If you are here representing your-
self -you should not be here." Ile then went on to
explain why South I lumn was not on board for a
full build stating capacity is the issue and as far as
this munit-ip ality is concerned there is more than
enough capacity for now. I le said there are two
ells not !ming used. '"the numbers don't add up"
he said adding they don't need a full build and
they can wait until December 31 or January 31
-their decision will not change.

leen dealt with a long time ago. We (Bluewater)
are caught in this. If you say today we don't need it
because we have lots of capacity- we will gladly go
home.'ihat's not a problems. You decided this- you
decided to bring us in to this- you are putting us in

million and we are still asking if we need this. We
need our heads exwnined-1 don't get it -we either
need this or we don't but a month before we make
the dtecision- and we am here- 1 just don't get it'
Dietrich said, "No one is saying we don't need
it- we are just saying we don't need that size." That
is why South 1 luron is saying partial build. We are
not saying we don't need it- we have never said
that"
"When did South Huron decide they don't
need that (full build) capacity?" asked Dowson.
" When diti South 1 iuunn make that official deci-
sion they do not need that much capacity. There
has been no discussion all this time about
that?"
The lagoon operation: Lambton mbton Shores CA( )
John Byrne told the Lakeshore Advance, in
res to the current lagoon operations all four
cre Is apre used: Cell 1 would be full and sitting
treating itself naturally for discharge. Cell 2 would
be just filled and flows switched to cell 3. Cell 3
would now be filling. Cell 4 would be empty.
"We can discharge in the spring and fall so
when we hit that time cell 1 would be discharged
cell 2 would be treating itself for the next dis-
charge period, cell 3 would now be hull and cell 4
would now be filling. We are currently using 3
cells as we were directed to leave cell 4 empty for
the plant constriction. This has caused us to treat
the cells with alum for discharge each period %%rith
a cost of approximately $17000-$18000 per cell."
The vote: Before voting Hardy reminded the
group, quoting the agreement that, .the parties'
representatives on the joint service board shall act
in the best interests of the entire system and not
only in the best interests in the party that
appointed them; "
The motion, in a recorded vote was that this
board recommend a full build per the Ontario
Municipal Boani agreement. The vote canieti in a
5-4 vote with Robertson, Dietrich, and Tomes
from South Huron voting no and Klopp also
voted no -against his council's motion- to the
stunned reaction of some of the other members.
The members are pretty clear about their
intentions but will now go back to their councils
saying that the Joint Sewage Board is recom-
mending that the Full Build -Double Treatment
Train facility be accepted as the final design for
the proposed Grand Bend Area Sewage Treat-
ment Facility, and letting them know that they
have, pursuant to the joint agreement, until
December 31st to opt out of the project.
