Brad Skinner, principal architect for ner and Skinner Architects in I.c don, lade preliminary drawings for the $►.; million complex that will include a public library, post office, and public washrooms. Ills blueprint, which he presented to council in May, shows a 5,100 sq. ft. building designed to match Main Street's historical nature. Because Klopp's motion never made it to the table, council will uphold a previous vote to build the complex where the post office is currently located. At a July 9 library open house, several residents opposed the idea of having a parking lot behind the building. All five delegates made it clear during last week's council meeting that Main Street promotes Bayfield's brand as an historic villaage. "I laving a parking lot, even if it was done with echo pavers, is still a bunch of cars behind a building and that really is a very disruptive change to the overall ambiance and look of that historic street," said Ainslie Willock, director of the Bayfield Ratepayers Association. Instead, many suggested the area should include a community garden to hold meetings, read, and txlssibly access the Internet. Both Skinner and I luron County librarian Meighan Wark said that idea is feasible. Skinner will bring more information back to council after consult- ing with Canada Post on its parking requirements. Skinner said council could make decisions on cosmetic options, such as skylights and a fireplace, at a later date because they do not atTect the overall stntcture of the building. Councillors approved Skinner's recom- mendation to include one male, one female and one family washroom in the library, and to add another stall in the female public washroom and a janitor's closet that will accessible for both. Budget programs Bluewater is moving ahead with two projects included in this year's budget. Council directed staff to purchase a four-wheel backhoe for $79,985 before taxes. This year's budget included a pre- tender estimate of $98,000 for the equip- ment. The purchase will come from the operating and capital budget program. Council also approved paving projects in the amount of $919,710. Zurich skating dub harness Bluewater council uncal gave the Bluewater-Zurich Skat- ing Club (lI SC) the green light to purchase and install a figure -skating harness. Dana Bozaato, president of the club, said the har- ness is designed to help coaches safely teach basic jumping skills and assist pairs who are teaming lifts. 'the system includes a cable permanently mounted in the arena with an attached rope and harness. llox- zato said the club would pay for the system, its instal- lation and annual inspections. "We believe that the harness offers many benefits to our skaters and to coaches in terms of enhanced skills development, Bozzato said. Brent Kintner, Bluewater's utilities superintendent, recommended the skating club's request be granted under the conditions that the skating club provide Bluewater a copy of the insurance certificate and add the municipality as an insured party in its policy; that the club provide Bluewater with a copy of a structural engineer's design; that the harness not be installed until an engineer has approved the installation; that an annual inspection by an engineer take place before the harness is used; and that the skating chub pays for the current cost of the system and its installa- tion, and all future costs.
