That's the introductory line to a cultural plan's vision statement presented to members of Lambton County Council by consultant Gord Hume, "Culture should be considered in all aspects of civic planning and decision-making," the statement adds. "Cultural resources and activities are essen- tial to creating vibrant downtowns that serve as social, cultural and economic hubs in all our communities," said flume, a former veteran member of city council in London. County council voted to accept the 33 -page plan and to direct staff to develop an implementation plan before consideration of a budget for 2012. Councii also directed staff to prepare a communications strategy "to share the vision" across the Lambton community. Ills council and staff are in the midst of updating planning policies for the municipality established by the January, 2001 amalgamation of Arkona, Rosanquet, Forest, Grand Rend and Medford. Ward Four Coun, Ruth Iliman was a member of the cultural plan steering group, representing Lambton Shores Council and Communities in Bloom. 11ume's report recommends that Lambton County Council establish a new committee called Creative County Committee and that it host an annual cultural forum that would be held in various locations to report to the community on how the plan is being imple- mented, A Creative County Fund requiring an annual investment of $75,000 would support "innovative and creative initiatives" in Lambton, the plan suggests. '1'he existing cultural services division, headed by General Manager Robert Tremain, should remain the lead administrative agency but its mandate and responsibilities should be expanded, said flume. Ile notes the division's primary focus has been administra- tion of library, heritage and arts facilities and it should assume responsibilities in four functional areas: planning and policy, capacity building, program delivery and investment and resource development. The cultural plan outlines nine strategic directions: • integration of cultural resources and con- siderations across all aspects of municipal planning and decision-making, sometimes referred to 'adopting a cultural lens' • Marketing and promoting cultural resources • Growing the creative cultural economy - encouraging creative enterprise • Growing cultural tourism, including requesting Tourism) Sarnia-Lambton to develop a cultural tourism, strategy • Culture and local food - develop linkages between local producers and local restaurants • Enriching the Lambton County identity - countering current lack of a strong shared identity • Stronger co-ordination and collaboration in the cultural sector -• encourage establish- ment of a Count of Lambton cultural coun- cil or alliance • Better inventory of the network of cultural facilities across the county - a more Ig3MUlao@ t;-5BVI az-="OrD@P [017ff-4@Vtc?
