Ituton County is
fpreparing to deal with a
ishy situation following a
request by (;Oen, 11111
Slemon (Huron East) at the
county's April I3
committee -of -the -whole
session in Coderich,
In noting It proposed
culvert repair job Includes
the cost of rocks for the
culvert to accommodate
fish, SlemOf asked why
such "amenities" are
necessary given "fish
seemed to live before the
amenities,"
While public works
dlrectOr I)ave Laurie
encouraged councillors to
pose the same question to
the powers that he, Coun,
lames (jinn says even as
chairman of the Ausable
Bltyfteld Conservation
Authority, he agrees some
environmental rules go too
far.
1n his Own experience,
Ginn had to pick up the cost
of placing stones throughout
an entire culvert for an
Intermittent stream on his
property,
"1 certainly don't think it
needs tO be done 00 every
culvert," he adds,
While councillors Initially
pondered sending letters of
complaint to Conservation
Authorities on the matter,
Coun, i)eb Shewfelt
(Goderich) notes it's the
Department of Fisheries
and Oceans (UFO) that has
jurisdiction on such
matters,
In supporting moving
ahead with sending a letter
on to the 1)FO, Coun. Art
Versteeg (1lowick) says such
runes and regulation should
include a "stream of money
that flows with it,"

a summary for 2010, project
spokesman Doug Hocking, of the
Maitland Valley Conservation
Authority and staff support to the
committee, reports a number of
milestones were met for the program.
According to the 2010 report, the
project, funded by the county and
delivered by the Ausable Bayfield and
Maitland Valley Conservation
Authorities, received $250,000 In 2010,
and the Ontario Ministry of
Agriculture, Food and Rural Affairs
supplemented it with an additional
$162,465, In all, the committee
approved 288 projects and $322,316 in
grants last year,
One of the tougher changes in 2010,
notes !locking, was losing former
Central Huron Reeve Bert Dykstra
who lost in his bid for reelection last
fall.
"Bert Dykstra has been a valued
member and we thank hits for his
years of dedication, service and
support," says Hocking, noting the
county recently appointed Coun, Jim
Dietrich (South Huron) to fill the seat,
Antoni; last year's highlights, says
Hocking, was an "unexpected" grant
from OMAMBA, which pleased the
committee given such allocations are
rare.
Since the program's inception in
2005, says Hocking, the (:lean Water
Project has seen the completion of
1,14(3 projects at a total cost of $1.5
million a1111 a total value of $4 million

to Huron County. Some of the more
popular projects include erosion
control, fragile land retirement and
well upgrades and decommissioning.
During a question -and -answer
session, Coun. Bill Menton (Huron
East) commended Steve Bower on his
work on the farmland behind
Huronview.
Coun. )acnes Ginn (Central Huron)
also extended praise to Bower, and
notes there were areas where the
washouts were knee deep and now
there is no soil leaving the farm.
it's a great project. Everybody wins
from it," says Gini.
What's the I)ealT
Coun. Brian Barnim (Central
Huron) is questioning the wisdom
behind welcoming a delegation that is
admittedly not "expert" on the subject
of wind turbines.
Upon learning learning Dr. David
Colby, public health lead for
Chatham -Kent, is set to address
council at its May committee -of -the -
whole session, on the topic of health
impacts of wink turbines, Barnim
wonders why the county would
entertain it,
In addressing how Go1hy's name
was added to the agenda, county clerk
Barb Wilson notes she has been
approached several tinges on the topic
a1111 that Coun. Ben Van Diepenbeek
(Ashfield Colborne 1Vawanosh) called
iter about (.olby's request to address
council.
While Van Diepenheek, who has
repeatedly declared a conflict when
wind -related topics are addressed,
reports he was merely calling Wilson
in his role as a county councillor and
not as an advocate, Harbin says he
does "have a concern" about Colby's
presentation given Barnim recently
attended it Colby presentation in
Woodstock, where the doctor
acknowledged he was not an expert.
Coun. Art Versteeg (Howick) says
anyone can ask to be a delegation
before council "whether we think
they're qualified or not," which was a
sentiment e'choe'd by Coun. Paul
Klapp (Mummer).
Rising Up
County Council will be entertainin
a motion to tie councillors pay hikes
to the Consumer Price Index after a
motion to said effect, as presented by
Coun. lames Ginn (Central Huron),
passed at April's committee of the
whole session,
County CAO Larry Adams says
county staff will prepare a report on
the recommendation and bring it
before councillors for further review
in May.

In noting Willowgrove 11111, of Perth,
earned the honours, Muegge adds she
is "pleased" to see someone local
earn it. She notes 55 $1,000 regional
awar(t winners have yet to by

"We hope that Huron County takes
a number of those," she adds.
