No sign amendment for proposal

There will no sign by-law amend-
) nlent for a proposed freestanding
advertising sign in Grand Bend.
A.D.S. Industries out of Clinton
Cattle to council Januar' 24th in
hopes of getting an amendment to
the Grand Bend sign by-law. As it
stands, a lot frontage of 58.8 metres
allows for two signs and a third one
would need council consideration.
Each of the amalgamated commu-
nities have their own by-laws with
Grand Bend's being in need of
revamping, suggested Planner Patti
Richardson.
The proposed sign was initially to
be placed on the gym property but
that was later changed to the fenced
area between Back 'N Time and Tim
Hortons. The company was specific
about who could advertise, as in no
realtors or restaurants because of the
location and competition. At the Jan
24 meeting, speaking for A.D.S.
Industries, John Bezaire said he had
dialogue for the past three months
with the neighbouring businesses
and felt this was an okay idea.
Staff sent out 16 letters and only
two carne back. Grand Bend Fitness
Club owner John 1)ehondt wrote that
he owns a property adjacent to the
subject property and he is opposed to
the application.

Lambton Shores have sent their
representative back to Ausable Bay-
field Conservation Authority to
request they tweak the 11 per levy
cent increase down.
Tom Prout and Brian Horner
attended the January 24 meeting to
present information on the 2011
budget and levy for the ABCA.
Prout explained the Conservation
Act allows the Conservation Authority
to levy the Municipality in four ways,
through a general levy, project levy,
special benefitting levy and the capi-
tal levy.
Prout made note that the
2011hudget reflects an 11 per cent
increase and does not allow for ice
management for Port Franks however
allowances could be made following
the public meeting (January 29) to
discuss the flooding issue along the
river in Port Franks.
Prout advised council the Munici-
pality could receive a grant from
ABCA and the Ministry of Natural
Resource to help offset the costs asso-
ciated with Ice Management should
they choose to proceed with the Ice
Management project.
At the February 7 meeting the
actual budget was presented as was
that of St. Clair conservation.
The ABCA levy of $237,213.00
included the Walker Drain capital
budget for erosion control at the
el Grand Bend Lions Park. The remain-
ing two special benefitting projects
would be an addition to the budget if
they are approved. Counc. Scott is the
representative for this board.
'Ihe St. Clair budget is requesting a
general levy of $26,300.00 which is an
increase of $1,087 increase over the
2010 levy, Deputy mayor Davis-Uagg
is the representative for this board.
A motion was passed to ask Scott to
take this back to the board for
tweaking.

tall," he wrote to council.
"A.1).S. approached me and 1 turned down a
53,000 per year fee. This would set a terrible
precedent for signs in Grand Bend and through-
out Lambton Shores."
The second letter came from Zoltan Karvas,
from Sutton Group who stated he is the owner
of the property located at almost directly across
from the subject property, and is opposed to
this application on the basis that it begins a
"slippery slope towards the inundation of
unsightly and unnecessary advertising in our
village."
Karvas relaid in his letter that as a tourist des-
tination "We rely, even more so then other
areas, on the natural beauty of the area and of
the esthetic appeal of the town."
Karvas said there have been major advances
in the last few years in making the town a more
desirable destination.
"From the beach and plain street enhance-
ments to major improvements to many of the
commercial properties in the village -let us not
go in the opposite direction now."
Ile said as a business person he understands
the desire to make an extra buck but not when
it conies at the cost of having to bend the rules
to make it. "We have a bylaw for a reason," he
concluded.
At the February 7 public meeting, Bezaire
said he was surprised to see the two e-mails
and that they were not accurate. Ile said he was
offended with the language in the e-mails. "The
e-mails took me aback,' he told council.

Dehondt also spoke and said there were talks
and a price was negotiated. Ile said if this sign
want up he would he compelled to put a bill-
board in front of it.
Councilor Ruth Inman said the by-law allows
for two signs and there are already two signs
there. "Until we change the by-law, l think we
should say no."
Council agreed with this analysis.
