On budget—not on schedule -Legacy Centre moves forward

Although still on budget, the 'Bled -
ford legacy Centre will be delayed
until later in 2011 due to several delays
by the contractor. l.au» bton Shores
Mayor Bill Weber, at the Jan.10 meet-
ing, apologized for cancellation dila,
entire 2010-2011 season but said it will
be an excellent facility for the next
35 -years as it has been for the past 35.
The $H.7 million renovation and
expansion project remains on budget
and is progressing rapidly now -but
there have been hurdles and the
maybe some over -promising by the
builders.
Weber explained at last week's
meeting this was a 35 -year old build-
ing with operating costs being too
high, limited space and aging systems.
It was not wheelchair accessible and
they had been patching it up for many
years.
"It was not getting any younger,"
Weber told council lhe question pre-
viously carne up at council as to
whether it was worth it to keep trying
to fix it.'Ihe government were asking
for submissions for coma-m.tiun ready
projects and I•aunbton Shotes applied,
even though their window of opportu-
nity stretched only two weeks. They
applied for four projects including
(;rand Bend's downtown, Forest's
waterline, '1•hedford's Village Green
and the legacy Centre,

Byrne outlined challenges discovered
by a contractor who said deadlines
could not be met. The CAO said the
contractor said he would have trouble
alerting the deadlines and the project
has been "death Ivv a 1,(X1) cuts:
"This is a priority project," said the
mayor," We want it completed p1r)p-
erly- we are looking down the mad."
The project contractor Agri-llrban
Buildings Inc. of Dresden Ontario has
submitted its strategy for getting the
project completed as soon as possible
and the Municipality has notified the
contractor that they have not met the
stipulations of the contract and that it
will be seeking compensation for the
delays and any associated cost
ovemins.
"We air exetrising our rights under
the mutual with Agri -Urban Building
Inc. and will continue working with
the contractor in the meantime to
iesolve the delays and any associated
costs, this is a big project and regretta-
bly delays sometimes occur" com-
mented l.ambton Shores Mayor Bill
Weber. "we continue to monitor the
quality of the workmanship and are
satisfied that they are doing an excel-
lent job with the project" added the
mayor.
'she new facility consists of a reno-
vation of the old arena and a conver-
sion of the old community hall to new
dressing room facilities and the addi-
tion of a new library facility, and space
for the Small World Nursery School.
The new facility is designed to comply
with l.hlil) Certified energy and water
conservation standards which will
make the building more efficient to
operate and repay the additional capi-
tal costs assodated with those compo-
nents of the building, The project also
provides for improved "accessibility"
for persons with disabilities, to all
major components of the building
except for the upper seating iuea in the
arena.
Although the ice pad portion of the
facility was ready for action in early
January, Building Code and health &
Safety Guidelines prevented its use
until such time us the fire suppression
and alarm systems are fully opera-
tional. Rather than keeping user
groups on tenter hooks wondering if
there would be early access to the ice
pad, it was decided to terminate all
early use until such time as the whole
building is complete and allow them
to firm up alternate ammge►ments.
