Lambton Shores Kineto gets full supportfrom Lambton Shores
want a fee structure
for SOCAN

Lambton Shores council is
eating the fees for SOCAN
and have asked for a staff
report on revision on fee
structure.
In a report, council was
advised that SOCAN (Society
of Composers, Authors and
Music Publishers of Canada)
is the Canadian copyright
collective that administers
the performing rights of
more than 100,000
composer, author and music
publisher members by
licensing the use of their
music in Canada. SOCAN
collects license fees on
behalf of the artists and
distributes royalties to
them,
It is the Municipality's
responsibility to report
events, such as receptions,
conventions,
assemblies and fashion
shows, where music is
played. 'These events fall
under Tariff 8. 'There is a
specified tariff rate per event
dependent on the capacity
of the room. The rate
doubles if there is dancing at
the event.

Currently, Lambton
Shores hall rental rates do
not include SOCAN fees. As
a result of this, the Munici-
pality earns very little, if any,
revenue from these events.
Staff are requesting that
council consent to a review
and amendment
to the current rates and
incorporate a portion, if not
all, of the SOCAN fees that
are being charged to the
Municipality. Councilor
John Russell said they will
need to take into considera-
tion the market when
amending the rates to
ensure they do not Out -price
themselves out of it.

'the Kineto theatre in Forest is reach-
ing out to the surrounding communi-
ties for financial aid -for their much-
needed enhancement.
At the October 3rd, 2011 Council
meeting the Kiwanis club of Forest
made a presentation to council regard-
ing their past, current and future oper-
ations of the long standing Kineto'ihe-
atre, Due to ever changing technology
the theatre is facing an expensive
upgrade to their projector system if
they wish to continue their unique
service to ttie community.
Council was asked for their assist-
ance to help in any way to meet the
financial requirement of this enhance-
ment, for example: through a monetary
donation or the possibility of the
Municipality issuing income tax
receipts for individuals wishing to
donate through their fundraising cam-
paign. The income tax receipt issue
was referred to staff for investigation.
Although the Kineto theatre offers a
unique service to the community the
difference between their project and
the others that Lambton Shores have
assisted with such as the Shores Recre-
ation Centre, the Legacy Centre and
the (rand fiend Beach Enhancement
is that the Municipality is the owner of
the facility and in charge of the project.
'that being said, this community icon is
a viable component of the economic
development of Forest and surround-
ing area and no one would want to see
it close,
While exploring the options, council
asked the Kiwanis to investigate the
option to have the Forest Community
Foundation assist theta with the
income tax receipts, The Foundation
reviewed their request and subse-
quently agreed to do this for them.

opportunities for their project and were
able to provide then with 3 new oppor-
tunities. Lambton Shores have also
offered their assistance to review any or
all applications that they are
considering.
If a monetary donation were still a
consideration of Council, 1 would
recommend that it be referred to the
2012 budget discussions.
Councilor Martin Underwood made
a motion to help this group with bridge
or no interest financing if necessary
and Counc. Ruth Illnnun agreed stating
she spoke to the group and they will
submit a business plan and they can go
from there.
