Grand Bend resident Richard Matzka delegated
with council last Monday with questions regarding
the sanitary sewer collection goundwater studies
that have conte to council since the Golder report
came out last year. Dr. Carl Belke, a Southcott
Pines resident and a member of the Zone 3 com-
mittee at the time, presented his own findings to
council in a report. Matzka said this council has
shown no respect to this independent study.

TENDER - Sercombe Drain Reconstruction
The Municipality of Lambton Shores is requesting prequalified contractors to submit a tender for the Reconstruction of
the Sercombe Drain.
Tho proposed work consists of approximately 200 lineal meters of open ditch cleanout. four borings undor Gordon
Road ranging in size from 325mm to 510mm, and approximately 4428 lineal meters of 250mm to 900mm concrete
field tile including related appurtenances.

Nature Trail Committoo
INITIAL ORGANIZATIONAL MEETING
The Lambton Shores' Nature Trail Committee will be
hosting an organizational meeting at the Lambton
Heritage Museum on Wed., October 19th at 7:00 p.m.
Anyone interested in assisting the Municipality in the
development of a Lambton Shores Trail System, with
the goal of creating a network of connected accessible,
safe and user-friendly Nature Trails is welcome to
attend.
LEAF PICKUP PROGRAM - Fall Program 2011
Lambton Shores' residents: Please be advised that leaves raked onto the street or piles in the street or
ditch will not be collected. This poses a danger to pedestrians, bicycles and motorists and can cause
drainage problems. Leaves can be bagged for pickup by the Community Services Department. This
program is in effect October 4, 201 Ito November 28, 2011(weather permitting) and is as follows:
1. All leaves must be bagged In clear plastic bags
2. Each bag must be tagged with `4 a garbage sticker.
3. Only leaves will be picked up: not garbage or brush please.
4. All bags must be placed at the curb for pickup.
5. Leaves will be picked up sometime during the week as time and quantity dictate
6. If your leaves are missed please call 519-243-1400, toll free 1-866-943-1400 or the
municipal office nearest you and pickup will be arranged.

project was needed because it was sus-
pected that septic systems were pollut-
ing the ground water. Ilowever, when
the true facts were slowly revealed, that
support changed to anger when it was
clear these projects were being foisted
on us for questionable reasons,"
1 am not here to discuss the project
or the information about this project
that dos not appear to be accurate but I
alp here to ask about a series of reports
that deal with a citizen of Lambton
Shores who should have been hon-
oured not vilified by council and its
municipal employees.
Dr, Carl Belke submitted a report to
respond to the Golder groundwater
study that John Byrne attempted to dis-
pute with a report provided to this
council on March 29th. from Dr. Brian
Branfireun of University of Western
Ontario.
This report was extremely arrogant
and biased, it did not respond posi-
tively to the concerns of the community
but was used only to try to discredit 1)r.
Belke," said Matzka to council.
He asked council when did they first
receive this information? "Was it on
March 29th, as shown in council min-
utes?" he asked then prompting six
more questions to be answered;
"Are you aware there are actually
three reports concerning Dr. Belke's
and the Golder groundwater findings?
Are you aware of a report written by
Dr, Will Robertson that was received on
or around January 31 and was not made
public until the end of June?
Are you aware the Municipality o
1,atnbton Shores received both the Rob-
ertson and the Branfireun reports prior
to the delivery to council of the Ban-
fireun report on March 29th?
Did the (:AO determine that only the
Branfireun report supported the munic-
ipal position and bury the Robertson
report for a period of time because it
did not support the municipal
position?
Were you aware that another report
was also received and that it supports
1)r. Belke's findings? How much did
these three reports cost the
municipality?
l le went on to state he has known 1)1..
Belke for three years and respects hint
as an unbiased citizen and honest sci-
entist. He said 1)r, Belke has always
worked hard to provide the truth and
facts no platter how they go. "He
deserved better from this municipality
and this council' explained Matzka,
"You pay consultants, companies and
other individuals millions for tasks that
have failed or information that is often
suspect and frequently not supported
by documentation or references. 1)r.
Belke has neither asked for nor received
a cent for his hard work as many of us
have - that is conscientious work for
only the benefit of this municipality"
Belke's delegation concluded with, "1
want you all to know that I respect Mr.
John Byrne as a great salesman since 1
have observed him in action but is that
what a CA() is really suppose to do."
Council thanked Matzka for his dele-
gation and asked for his report which
council said they would get the answers
to his questions.
Councilor Doug Bonesteel asked hill
if a staff report was sufflcent or did he
want a judicial inquiry. 'Io that Matzka
said a staff report was fine. Councilor
Ruth Inman made a motion that they
receive the delegation and refer it to
meeting protocol.
Deputy mayor Elizabeth Davis Dagg
said that was not good enough andk
more respect should he shown to this
delegate and to Dr. Belke. Bonesteel
said he felt they showed respect to
Belke by slaking him chair of the adhoc
committee. Davis 1)agg felt they closed
this speaker down and that they were
rude. "Give him a chance to speak" she
said after the allotted ten-minute
delegation.
Councilor Underwood said lllman's
motion was correct and they would
refer and discuss. "We need to be
accountable and l take exception to you
bantering around democracy Madame;'
he said to Davis-Dagg.
Councilor Lorne Scott said she felt
they allowed him to make a presenta-
tion and they have the report and are
doing due diligence. 'They voted on 111 -
man's motion in an 8-1 with Davis Dagg
voting against.
